The Opportunity
WSDOT is currently seeking a Transportation Engineer 4 to serve as a Technical Program Specialist supporting the planning development and delivery of multimodal transportation projects. As part of the Eastern Region (ER) Planning Office this position serves as the regions subject-matter expert in multimodal engineering for all region Planning efforts including Complete Streets and active transportation design design review and planning studies. Under the direction of the Principal Multimodal Planner this role manages engineering and design-related efforts for region plans and studies; leads or supports multimodal project development and design; supervises multimodal planning staff; and coordinates closely with region project offices and Traffic Office. The Multimodal Planning Engineer also leads multimodal gap analyses alternatives development design review and application of Safe System and data-driven approaches to improve safety and connectivity for all road users. The ideal candidate brings strong project management and both verbal communication and writing skills experience integrating active transportation into transportation projects and the ability to build effective partnerships with internal and external stakeholders.
What to Expect
Among the varied range of responsibilities held within this role the Multimodal Planning Engineer will:
- Supervise and perform various technical multimodal transportation engineering analyses.
- Lead multimodal design alternatives development analyses and documentation.
- Manage and/or attend project site visits including for data collection and community engagement activities.
- Manage and/or support multimodal planning studies.
- Provide professional engineering judgment in analysis and decision making to resolve complex transportation problems.
- Manage multimodal staff as they lead projects and provide day-to-day supervision of the transportation analysis staff to ensure goals and objectives of programs and projects are met within available resources.
- Serve as the regions primary steward of various multimodal data sets in collaboration with the Senior Transportation Planner.
- Provide subject matter expertise to WSDOT ER on Complete Streets and other active transportation related design elements.
- Represent WSDOT at external partner planning and/or design meetings; serve as an alternate for the Principal Multimodal Planner in statewide Complete Streets and regional transportation planning organization (RTPO) meetings.
- Represent the Planning Office in project design review meetings for both WSDOT projects and external partner projects where WSDOT is a reviewer of submitted engineering plans with a focus on advancing WSDOTs active transportation goals objectives and design standards.
- Oversee development and execution of Community Engagement Plans for planning studies and assist with staffing region community engagement activities.
Qualifications
To be considered for this opportunity the following competencies are required:
- Multimodal Engineering and Design: Demonstrated experience reviewing engineering design documentation leading or supervising engineering design reviews and developing practical engineering design alternatives while applying engineering expertise and judgement to resolve complex design and multimodal planning challenges.
- Collaboration and Communication: Advanced experience working with diverse project teams including engineers planners consultants and others towards a shared outcome and facilitating consensus amongst stakeholders with competing priorities.

In addition to the above the following are also required:
- A valid drivers license and the ability to operate state-owned vehicles.
It is preferred that qualified candidates also have:
- Advanced Engineering or Planning Education & Professional Expertise: Demonstrated application of advanced education and/or professional experience with a focus and emphasis in engineering or professional transportation planning.
- Supervision Staff Development & Multimodal Project Leadership: Demonstrated ability to supervise others by assigning and reviewing work motivating staff managing performance and supporting employee growth and development; experience leading or directing multimodal transportation projects including planning and/or designing active transportation strategies facilitating community engagement managing consultants and collaborating with local jurisdictions metropolitan planning organizations (MPOs) regional transportation planning organizations (RTPO) tribal governments and state and federal agencies.
- Professional Licensure & Certification: Possession and effective use of relevant transportation engineering and/or planning licenses or certifications such as Professional Engineer (PE) American Institute of Certified Planner (AICP) Professional Transportation Planner (PTP) and/or Professional Traffic Operations Engineer (PTOE) to inform technical judgment and decision-making.
- Transportation Analysis & Visualization Software Expertise: Foundational knowledge of multimodal transportation modeling and traffic analyses using platforms such as PTVs VISUM Synchro Sidra Highway Capacity Manual (HCM)/Highway Capacity Software (HCS) Highway Safety Manual (HSM) and/or geographical information system (GIS); experience with developing transportation concepts using tools such as computer-aided design (CAD) software GIS cross-section development tools or other visualization software.

- Occasional local travel within the Eastern Region to and from meetings and project/construction sites to perform field visits; occasional travel to other locations outside of Eastern Region may include overnight and extended travel.
