Job Summary

The Position

Class Code 28945: Personnel Specialist Level I/II

Transfer job postings are for County of Sacramento employees only.
In order to be qualified for a transfer:

1. You must meet the Minimum Qualifications of the new job.
2. The difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.

There are three different transfer types that you may qualify for: interdepartmental transfer interclass transfer and voluntary demotion. These different transfer types are defined as:

  • Interdepartmental transfer - a transfer in the same class from one County department to another.
  • Interclass transfer - a transfer from one job class to a different job addition the difference between the top salary steps (the highest pay rate within the range of pay) of your current job class and the job class that you intend to transfer into must be less than 5%.
  • Voluntary demotion - a transfer into a job class that pays less than 95% of your current class salary.
If you are requesting an interclass transfer or voluntary demotion either action is a change in class. Whether the change is a transfer or a demotion depends upon the difference between the maximum salary rates of the requested and incumbent classes. Personnel Ordinance Section 2.78.294 or the applicable labor agreement sets the criteria for determining the maximum difference allowed. Personnel Ordinance Section 2.78.228 defines demotion.

Level I - $5508.84- $6695.50/month
Level II - $6056.92 - $7363.68/month


Personnel Specialist (Level I) is the entry level in the Personnel Specialist Personnel Specialist Level Iclass is distinguished from Personnel Specialist (Level II) in that it does not require prior personnel/payroll experience. Incumbents acquire the necessary personnel knowledge and skills through on-the-job training.

Personnel Specialist (Level II) is the journey level in the Personnel Specialist Personnel Specialist Level IIclass is distinguished from other clerical classifications in that it requires the application and knowledge of personnel rules regulations and procedures including personnel actions payroll insurance examination scheduling or processing or certification of eligibles. Work at this level requires prior extensive personnel/payroll experience. This class is distinguished from the lower class of Personnel Specialist (Level I) in that this class is the full journey level whereas the Personnel Specialist (Level I) is the entry level. This class is also distinguished from the Senior Personnel Specialist in that the latter is a lead worker class.

Examples of Knowledge and Abilities

Knowledge of

  • Fundamentals of office procedures and organization.
  • Principles procedures and practices of payroll and personnel recordkeeping
  • Rules regulations and procedures affecting the personnel functions including the Civil Service Commission Rules Personnel Ordinance Salary Ordinance and other governing documents
  • Principles practices and procedures of statistical recordkeeping
Ability to
  • Understand interpret analyze and apply governing personnel rules and regulations including County Charter County Personnel Ordinance Civil Service Commission Rules Personnel Policies and Procedures and labor contract provisions
  • Perform clerical work involving independent judgment and requiring accuracy and speed
  • Meet deadlines under pressure of interruptions
  • Perform detailed and accurate review of personnel transaction information forms and reports
  • Elicit information from applicants and employees
  • Deal tactfully and courteously with other employees and the general public
  • Compose routine correspondence from notes or verbal instructions
  • Operate computers and standard office equipment and machines
  • Develop complex computer spreadsheets and use databases
  • Perform arithmetic calculations

Employment Qualifications

Minimum Qualifications

Personnel Specialist (Level I)

Either: 1. One year of clerical experience that involved processing personnel and/or payroll actions.

Or: 2. Two years of general clerical experience which included working with computer spreadsheets and databases.

Personnel Specialist (Level II)

Either: 1. One year as a Personnel Specialist (Level 1) in Sacramento County service.

Or: 2. Two years of clerical experience that involved processing personnel accounting and/or payroll actions using computer spreadsheets and databases.

Note: The level at which initial appointments to the class of Personnel Specialist are made and advancement from the lower to the higher level of this class (Level I to Level II) is at the discretion of the appointing authority providing the minimum qualifications are met.

Note: The word experience referenced in the minimum qualifications means full-time paid experience unless the minimum qualification states that volunteer experience is acceptable. Part-time paid experience may be accumulated and pro-rated to meet the total experience requirements.

Special Requirements

Some of the positions in this class series may require the ability to speak read and write fluently in a language other than English.
