Job Summary

This position is contingent upon award

International Health and Medical Services is looking for an experienced Clinic Director to oversee the delivery and quality of healthcare services provided to patients ensuring compliance with legal and regulatory standards. This role involves leading healthcare teams managing clinic operations and coordinating with facility management to effectively address the medical needs of the patient population while promoting a safe and supportive environment.

  • Provide direct patient care to detainees at their facility who may include family units comprising adult men and women and their children and will provide clinical oversight and direction for all aspects of clinical care at the facility.
  • Serves as the on-site medical authority within the scope of services provided.
  • Responsible for developing and coordinating all aspects of healthcare delivery at assigned facility.
  • Serve as the clinical supervisory authority over advanced practice providers (APPs) nursing staff pharmacists and medical assistants including fulfilment of APP collaborative practice duties and requirements and delineation of scope of practice for medical assistants.
  • Provide direct care to patients throughout the lifespan within physician scope of practice and perform functions in accordance with currently accepted practice defined by the profession licensure certification and granted privileges.
  • Provide age-appropriate screening treatment and patient instruction pertinent to the discipline and facility setting for acute and chronic conditions.
  • Contributes to the production of the clinic with expectation to routinely see a patient at least every 30-45 minutes depending on complexity of the patient encounter. This also includes signing of all assigned patient encounter notes daily.
  • Complete chart reviews co-signatures referrals submissions reviews lab reviews telephone encounters actions and message reviews within policy guidelines.
  • Oversee the care of patients housed in the medical housing unit.
  • Assure appropriate diagnostic and therapeutic tests and services are available utilized and monitored.
  • Act as initial reviewers for all outside referrals and consults to specialty services not offered at the local facility.
  • Respond to and coordinate response to medical emergencies.
  • Seek guidance from medical leadership when needed to obtain information to address patient care concerns
  • Perform record keeping functions in accordance with program policies and position.
  • Maintain functional proficiency and ease of use utilizing electronic health records as required.
  • Complete and pass all discipline specific competencies testing initially and annually.
  • Maintains patient confidentiality and confidentiality of medical records in compliance with the Privacy Act and HIPAA regulations in all work activities.
  • Adhere to and maintain awareness of Policies Procedures Directives Operational Memoranda and accreditation standards.
  • Attends and participates in general/medical staff meetings.
  • Demonstrate cultural sensitivity in all communications with coworkers and clients fostering an inclusive and respectful work environment that values diversity.
  • Complete required organizational compliance education including assigned requirements that are client-specified for Joint Commission Healthcare Staffing Services certification or other regulatory bodies.   
  • Possess excellent current knowledge of the current standards of practice in clinical medicine.
  • Have mastery of managerial and administrative practices to include expertise in routine management of ambulatory clinic functioning and responsibilities.
  • Review medical cases/records for appropriateness of care and provide recommendations for care management.
  • Demonstrate high degree of independence initiative clinical judgment and follow-through on a wide range of sensitive complex and clinical issues.
  • Serve proficiently as a clinical expert providing technical assistance and consultation to clinic medical staff.
  • Properly use equipment materials and supplies involving primary care diagnostic and treatment procedures.
  • Develop and access clinical educational programs.
  • Have knowledge of issues confronting the healthcare delivery system including specific problems and concerns of special population groups.
  • Responsible for program policies and guidelines and operating procedures relating to healthcare delivery systems.
  • Demonstrate the ability to work in a multi-cultural and multi-lingual environment.
  • Utilize telephone video and in-person interpreter services to complete assigned duties if not fluent in a language understandable by patients being provided medical care.
  • Adapt to sudden changes in schedules and flexibility in work requirements.
  • Communicate proficiently in English (verbal and written) to develop positive rapport with patients co-workers and other stakeholders.
  • Establish and maintain positive working relationships in a multidisciplinary environment.
  • Navigate in an electronic work environment including electronic health records web-based training and communications.
  • Moderate proficiency in common Microsoft Office programs specifically Microsoft Word Excel Outlook and SharePoint.
  • Maintain knowledge of regulations (HIPAA/Privacy Act) regarding the confidentiality of patient medical records and information as well as Personally Identifiable Information (PII).
  • Provide on-call coverage except while on approved leave and return to the facility during non-core hours to provide care.
  • Respond with physical presence during an emergency activation.

Qualifications :

Basic Requirements/Certifications:

  • Must have and maintain an unrestricted and current license to practice medicine issued by the state licensing authority in the state where services are performed.
  • Must have and maintain an unrestricted license from the Drug Enforcement Administration (DEA) to prescribe controlled medications.
  • A minimum of five years post residency experience providing direct patient care as a board certified or eligible physician in Family Medicine or Pediatrics. 
  • Family Medicine physicians working at family residential centers must be proficient to provide care to children and adults of all ages to include the care of female health conditions supervision of prenatal care and care of chronic health conditions common to the primary care setting.
  • A minimum of three years experience in the provision of clinical supervision and leadership to other medical professionals and ancillary clinic staff.
  • Basic Life Support (BLS) required. If not American Heart Association (AHA) certified must be within first year.
  • Experience in a detention/correctional or residential healthcare setting (preferred not required).
  • Have knowledge of a wide range of complex patient care concepts principles and practices to perform assessments of considerable diversity to include mental health medical surgical ambulatory and emergency care.
  • Flexibility and ability to adapt to sudden changes in schedules and work requirements. Assignments are usually of a long-term recurring or broadly defined nature.
  • Highly effective interpersonal and organizational skills; strong writing skills to include document formulation editing and review.
  • U.S. Public Health Service Officers must comply with and obey all federal rules regulations policies guidance and established procedures that includes professional competence readiness and suitability.
  • All Employees shall have at least one year of general experience that demonstrates the following:
    • The ability to greet and deal tactfully with the public.
    • Capability of understanding and applying written and verbal orders rules and regulations. All personnel shall be literate and be able to interpret printed rules and regulations detailed written orders training instructions and materials and must be able to compose reports.
    • Good judgment courage alertness an even temperament and render satisfactory performance through knowledge of his/her position responsibilities.
    • Ability to maintain poise and self-control during situations that involve mental stress such as fires explosions civil disturbances and building evacuations.

 

Education Required:

  • Doctor of Medicine degree from a U.S. or Canadian program accredited by the Liaison Committee on Medical Education sponsored by the Association of American Medical Colleges and the American Medical Association (AMA) OR
  • Doctor of Osteopathic Medicine degree from a program accredited by the Commission on Osteopathic College Accreditation of the American Osteopathic Association (AOA) OR
  • Certified by the Educational Commission for Foreign Medical Graduates if you are a graduate of a medical school that is not located within a U.S. State or territory or other jurisdiction or a Province or Territory of Canada.
  • Depending on the detention facility physician requirement proof of completion of three years of medical specialty training in Family Medicine Internal Medicine Emergency Medicine or Pediatrics leading to board eligibility in that field with board certification preferred and at least 1 year of directly related professional experience performing professional or scientific work in a field of medicine providing direct patient-care services.

Physical Requirements:

  • Required to walk unaided at a normal pace for up to 5 minutes and maintain balance.
  • Required to jog/fast walk up to ¼ mile.
  • Requires physical exertion such as lifting objects greater than 30 pounds.
  • Required to perform CPR/emergency care standing or kneeling.
  • Must have the ability to assist sick injured or aging patients or staff exiting the building (may require lifting dragging wheeling or carrying someone who weighs significantly more than self).
  • Must be able to see hear and smell with aids if necessary.
  • Must be able to lift push or carry 30 pounds.
  • Must perform the duties of my job in a stressful and often austere environment without physical limitations.
  • Sitting and/or standing for extended periods of time.
  • Average manual dexterity for computer operation.
  • Phone or computer use for extended periods of time.

 

Other Special Qualifications:

  • Must maintain current/physical residency in the continental U.S.
  • Pass a medical examination conducted by a licensed physician within 30 days prior to initial assignment.
  • U.S. citizen and have resided in the U.S. for the last five years (unless abroad on official U.S. government duty).
  • Successfully engage in and complete a thorough Background Investigation.
  • Poses or have ability to obtain required security clearances.
  • Proficiency in Spanish is preferred.

Additional Information :

Pay range is based on several factors and may vary in addition to a full range of medical financial and/or other benefits. Final salary and offer will be determined by the applicants background experience skills internal equity and alignment with geographical market data.
