Job Summary

Reporting to Manager of HR Services this role is responsible for overseeing a team of approximately 5 individuals in labour and employee relations recruitment compensation and job evaluation. The position provides guidance and support to all levels of management on these matters. Key responsibilities include supporting collective bargaining managing grievances assisting with policy development and review and overseeing recruitment and compensation functions. This role is pivotal in promoting and fostering positive labour and employee relations across the organization.

Job Duties Include

Key Duties

  • Lead and mentor a team of approximately five HR professionals offering proactive daily guidance and support to ensure the achievement of team objectives and the effective execution of HR workplans.
  • Provide expert advice on all labour and employee relations matters recruitment and job evaluation.
  • Lead the implementation of equitable transparent and inclusive recruitment processes ensuring alignment with organizational goals and legislative requirements.
  • Provide expert guidance to HR Generalists on best practices in recruitment including process mapping candidate experience optimization and leveraging HR technology to streamline workflows.
  • Recommend corrective actions for performance concerns including training and discipline and escalate serious cases to the Manager of HR Services.
  • Lead and support disciplinary processes including terminations.
  • Manage the grievance process and guide managers through mediation and arbitration.
  • Oversee internal and external investigations related to harassment sick leave and other concerns.
  • Collaborate with legal counsel labour boards tribunals and medical professionals as required.
  • Participate in collective bargaining including attending negotiations preparing proposals analyzing agreements and maintaining accurate records.
  • Provide guidance on positive employee relations complaint handling and hiring practices to minimize risk and prevent escalation.
  • Ensure compliance with legislation labour laws collective agreements compensation and job evaluation activities protecting the Towns interests.
  • Promote consistency and fairness across HR policies and practices.
  • Conduct research on HR trends to inform policy development and implementation.
  • Work collaboratively with management and stakeholders on key projects.
  • Contribute to the development monitoring and evaluation of HR strategies policies and programs aligned with corporate objectives.

Qualifications/Skills

  • University Degree in Human Resource Management or other applicable field OR Community College diploma plus a professional designation (Human Resources Designation ie. Certified Human Resources Professional (CHRP) Certified Human Resources Leader (CHRL) or equivalent).
  • A minimum of 7 10 years progressive experience in labour and employee relations
  • Experience in negotiating collective agreements; excellent knowledge of and experience in grievance/ mediation processes and conducting workplace investigations.
  • Sound knowledge in applicable legislation and regulations (i.e. Employment Standards Labour Relations Act Fire Prevention & Protection Act Pay Equity Act Human Rights Code Occupational Health & Safety Act. etc.).
  • Strong knowledge of Human Resources policies and procedures and the ability to develop such.
  • Excellent communication and presentation skills (both written and oral) required to make presentations to individuals with various learning abilities.
  • Ability to communicate effectively and with tact with all levels of employees and individuals in various professional positions (i.e. lawyers doctors arbitrators etc.).
  • Excellent time management and project management skills and the ability to handle multiple projects with various and/or same deadlines.
  • Ability to persuade coach and influence both management and union leaders for resolution of contentious issues while maintaining good relations and de-escalating situations.
  • Ability to interpret and communicate evolving changes in law and other legislation that may impact the Corporation.
  • Ability to work in a fast paced and evolving environment where challenging the status quo continuous improvement and best practices are embraced.
  • Ability to handle stressful and sensitive situations.
  • Strong ethics and morals and the ability ensure consistency is applied when dealing with adverse issues.
  • Excellent analytical skills to review complex issues in a logical manner.
  • Proficient skills in Microsoft Office (Word Excel PowerPoint Outlook)
  • Valid Ontario drivers license.

  • Compensation: We offer competitive pay that reflects the responsibilities of the position.
  • Hours of Work: This is a non-union position that works 35 hours per week. The hours of work are Monday to Friday from 8:30 a.m. - 4:30 p.m.
