AGENCY DESCRIPTION:

Huckleberry Youth Programs (HYP) is a critical provider of essential safety net services for high-needs youth and their families in San Francisco and Marin County. For over 50 years HYP has developed and maintained prevention programs that promote the health and leadership of youth and as a result divert youth from violence crime and gang involvement as well as other harmful behaviors including running away drug/alcohol abuse risky sexual activities and involvement in the juvenile justice systems. HYP employs approximately 75 employees and operates on a $9 million annual budget. JUSTICE DIVISION SUMMARY:

Within the Justice Division there are currently two main programs: the San Francisco Community Assessment and Referral Center (CARC) and SEEDS of Change. CARC is Californias only assessment center which functions as a single point of entry for assessment arrest and crisis intervention service integration justice system navigation and individualized referrals to community-based organizations for youth ages 12-18yrs who are arrested in San Francisco. CARC runs San Franciscos community-based diversion program and supports youth who are cited but return back to their community and youth who are detained at the Juvenile Justice Center. CARC makes referrals to organizations funded by the Department of Children Youth and their Families (DCYF) to serve as Justice Services Care Coordinators(JSCC). The JSCC CBO partnerships include: Bay Area Community Resources (BACR); Center on Juvenile and Criminal Justice (CJCJ); Mission Neighborhood Centers (MNC); Sunset Youth Services (SYS); and Young Community Developers (YCD). CARC also subcontracts with Instituto Familiar de la Raza (IFR) and Community Youth Center (CYC) for additional culturally responsive services. CARC has also been involved in restorative justice projects that support justice involved youth which are currently underfunded but we intend to bring back HYP involvement through this reenvisioned role and unique funding make up.

SEEDS of Change a program within the San Francisco Youth Justice Initiative (SFYJI) which is dedicated to disrupting the school-to-prison pipeline by empowering middle school students and their families to reconnect with school ensuring a smooth transition to high school and providing the necessary tools for a successful path toward graduation while avoiding involvement in the juvenile legal system. SEEDS has four main program components: Individualized Case Management Academic Assistance Social and Emotional Learning/Development and Mental Health Services Caregiver Education & School-system Navigation Support. The initiatives twin aims are to: mobilize advocacy to prevent pushout of San Franciscos middle school students; ensure students and their families can access the support they need to stay in school and out of the juvenile delinquency system. This initiative includes a collaborative partnership with Coleman Advocates for Children and Youth Young Community Developers(YCD) Legal Services for Children Disability Rights California and Youth Law Center.

POSITION SUMMARY: The Restorative Justice Coordinator will be responsible for elevating & implementing restorative and transformative justice values and practices into policies program curriculum and service delivery in the Justice Division programs at HYP. These programs include but are not limited to CARC and Seeds of Change. This position will also be responsible to coordinate with Justice Division leadership justice system and community-based partners to implement and expand CARCs restorative justice service components: RESET (Restoring & Empowering Social Equity & Truth) and AFTER (Aims to Foster Transformation and Ensure Restitution). This position is primarily in-person at our center with also significant time spent in the community partner schools other HYP locations CBO sites & at the Juvenile Justice Center. The Justice Division Programs generally operate Monday-Friday 10am-10pm and Saturdays 10-6pm with an expected expansion of hours to midnight six days a week.

ESSENTIAL FUNCTIONS:

• Design present and provide workshops and/or training on restorative justice to Justice Division and/or other HYP program staff community and system partners
• Maintain & coordinate collaboration with internal & external Justice Division partners: San Francisco Unified School District San Francisco Youth Justice Initiative (SFYJI) partners JSCC Organizations the Financial Justice Project DCYF SF Juvenile Probation Department SF DAs office SF Public Defenders office SF Bar Association and any other organizations/systems that are deemed appropriate as it relates to operating re-establishing & expanding restorative justice programs or services
• Coordinate & implement services through meetings and joint projects with the Justice Division programs and other community based organizations/youth service providers and represent HYP in the community
• Support create & facilitate community group conferencing community building circles and/or other RJ service components as needed
• Responsible for reviewing implementing and consulting on the CARC agreements chart and monitoring of agreement plans
• Create & implement a RJ programming (ie. AFTER & RESET) strategic plan in collaboration with Justice Leadership
• Mentoring and assisting in the training and onboarding of staff that will be directly involved in the restorative justice programming within the Justice Division
• Ability to assess & provide care coordination for youth referred to CARC on a case by case basis
• Participate in regular supervision with the CARC Director attend & participate in justice program team meetings monthly site staff meetings and attend agency meetings & special events
• Process & coordinate services and referrals for AFTER & RESET
• Ability to assess & provide care coordination for youth referred to CARC on a case by case basis
• Provide direct service & restorative case management for up to 5 youth referred to the AFTER & RESET programs as needed

• Ensure timely data & documentation in relation to assessments consents referrals program recruitment restorative justice or community building circles presentations/workshops youth & family engagement and service provision within the Justice Division programs

• Research develop review and modify justice programming curriculum and programmatic services
• Assist in writing progress reports and other status reports to funders & the HYP Development team
• Support with administrative responsibilities as needed such as reception filing organizing supplies office cleaning etc.
• Other duties as assigned to run effective justice programming

REQUIRED EDUCATION AND EXPERIENCE:

• Bachelors degree in social work ethnic studies human/social services or related field or equivalent training and/or work experience
• Minimum two-years experience with curriculum development project design implementation and evaluation within restorative or transformative justice programming/service delivery
• Training experience & strong knowledge of best practices in restorative justice and youth development theory and practice
• Minimum two-years experience working with youth from diverse marginalized communities/identities using a youth development approach
• Demonstrated ability to work collaboratively with schools community organizations system partners and other youth serving entities
• Ability to manage multiple projects work independently as well as be able to work cohesively in a culturally diverse team environment

PREFERRED EDUCATION AND EXPERIENCE:

• Bilingual capability in Spanish Cantonese or other San Francisco Threshold languages is strongly preferred
• Thorough knowledge of community-based organizations serving adolescents in the San Francisco Bay Area
• Ability to work in a mobile crisis fast-paced and collaborative environment

WORK ENVIRONMENT: This position operates out of the Huckleberry Gough St. offices with frequent visits to community & system partner sites. Staff will continue some hybrid work including remote & in-person service delivery. This role includes driving and the use of standard office equipment such as computers phones photocopiers filing cabinets and fax machines. The Huckleberry Gough site is located in San Francisco and is accessible by public transportation.

PHYSICAL DEMANDS: The employee must be able to lift and/or carry up to 10 pounds unassisted on an occasional basis. While performing the duties of this job the employee is regularly required to talk hear and sit. The employee is occasionally required to stand walk and use hands to find handle or feel objects tools or controls. The employee is occasionally required to drive a vehicle.

ADDITIONAL ELIGIBILITY QUALIFICATIONS:

• TB clearance
• Valid CA drivers license clear DMV record and reliable transportation
• Two years driving experience
• Fully vaccinated for COVID-19
