WHAT YOU WILL ACHIEVE
The Federal Policy Team within the U.S. Policy and Government Relations division is responsible for developing shaping and advancing public policies to support patients access to innovative medicines in the U.S. and other Pfizer business Secondee role focuses on U.S. Federal policy including issues such as affordability and access drug pricing coverage and reimbursement and payment and delivery system reforms as they impact government healthcare programs (e.g. Medicare Medicaid). Responsibilities include tracking and analyzing legislative and regulatory developments translating these issues to key internal audiences shaping Pfizer policy positions and strategies and developing presentations and effective advocacy materials. The role will work closely with key internal partners including Federal Government Relations Public Affairs & Patient Advocacy Payer and Channel Access Market Access and Analytics and product business units as well as externally with other relevant industry organizations think-tanks and policy organizations to support policy development and shaping.
HOW YOU WILL ACHIEVE IT
Develop and execute specific policy and advocacy strategies to advance prioritized regulatory and legislative objectives including cross-portfolio preferred policies of general impact to the company as well as targeted strategies designed to advance specific commercial interests. Specific policy areas of focus include but are not limited to Medicare Part D (including market stability patient access affordability the Inflation Reduction Act etc.) Pharmacy Benefit Manager (PBM) reform and the commercial and employer markets.
Develop and/or coordinate company responses to HHS CMS or other relevant agency regulatory or sub-regulatory actions. During this secondment expected HHS and CMS actions that will require analysis and formal written response may include: Medicare Part D Advance Notice (Early 2026 no later than first week in March) and Rate Announcement (no later than April 6) MA/Part D Final Rule (spring) IRA Initial Price Applicability Year 2029 Draft Guidance (late spring/summer).
Develop policy advocacy materials (issue assessments key messages leave-behinds infographics) regarding key policy issues to support government affairs advocacy and communication outreach on federal issues.
Provide support to Federal government relations and Public Affairs teams as needed on emerging issues including the review of proposed legislation/regulations development of amendments and alternative approaches and preparation of advocacy materials to advance Pfizer positioning.
Work closely with federal government relations teams public affairs and patient advocacy teams and key business teams to implement strategies.
Utilize quantitative assessment of policy to guide decisions and inform Pfizer of financial implications of changes in healthcare policy.
Monitor understand and communicate internally about the commercial significance of all major regulatory and legislative developments related to assigned policy issues.
Identify and develop data and evidence to support company positions working in collaboration with colleagues within policy and related functions; commission and oversee internal and external research projects and policy analyses.
Represent Pfizer at trade organizations and associations (i.e. PhRMA Healthcare Leadership Council) by serving on committees and working groups to advance Pfizer policy positions.
Assist in the preparation of senior executive briefing materials.
QUALIFICATIONS
Must-Have
BA/BS with 6 years of experience.
Experience in U.S. government healthcare programs.
Experience in policy analysis research and advocacy.
Experience in implementing strategic and tactical plansto advance policy objectives.
Federal healthcare policy and advocacy in government or relevant private sector experience.
Excellent verbal analytical written and interpersonal communication skills particularly in interpreting and distilling complex information.
Ability to be collaborative and maintain good working relationships internally and externally.
Nice-to-Have
MBA/MS with 5 years of experience; OR PhD or JD with 1 year of experience.
Degree in public health public policy law or related field strongly preferred.
Knowledge and/or experience with CMS-specific drug coverage and payment systems.
Experience in health-related federal administrative agency or on Congressional legislative committee staff.
Experience working in or with academic experts think-tanks and strategic consulting firm(s).
Ability to understand and guide financial analysis.
Candidate demonstrates a breadth of diverse leadership experiences and capabilities including: the ability to influence and collaborate with peers develop and coach others oversee and guide the work of other colleagues to achieve meaningful outcomes and create business impact.
