The HR Specialist (Talent Acquisition Focus) is a hands-on role primarily responsible for managing full-cycle talent acquisition. This includes workforce planning requisition management sourcing interviewing and hiring for corporate field and operational roles. When requisition volume is lower the HR Specialist will support HR Generalist responsibilities and HR projects partnering with the HR team to ensure operational efficiency compliance and a positive employee experience.
Essential Job Functions
Talent Acquisition & Workforce Planning
- Partner with leaders to understand hiring needs and support short- and long-term workforce planning with a focus on construction and field operations
- Manage full-cycle recruitment from requisition intake through offer acceptance
- Open manage and track requisitions in the ATS ensuring alignment to approved headcount and budgets
- Develop and execute effective sourcing strategies including job boards referrals direct outreach and agency partnerships
- Screen candidates conduct initial interviews coordinate interview panels and manage candidate communications
- Support compensation discussions by aligning offers with internal equity and market benchmarks
- Prepare and extend employment offers and coordinate pre-employment processes
- Monitor recruiting metrics such as time-to-fill and pipeline health; provide regular updates to HR leadership
- Ensure a consistent compliant and positive candidate experience
HR Generalist Support & HR Projects
- Provide day-to-day HR support to employees and managers regarding policies procedures and HR programs
- Assist with onboarding activities including new hire orientation and coordination with payroll and benefits
- Support HR initiatives and projects such as performance cycles engagement programs training and compliance activities
- Assist with employee data management audits and reporting within HRIS and ATS systems
- Support employee relations matters by escalating issues appropriately and assisting with documentation
- Participate in continuous improvement of HR processes and tools
Qualifications
Education:
- Bachelors degree in Human Resources Business Administration or related field preferred
Experience:
- 3 5 years of experience in Human Resources with a strong emphasis on full-cycle recruiting
- Strong preference for experience in the construction industry including recruiting for field skilled trades and project-based roles
- Working knowledge of employment laws and HR best practices particularly in California
- Experience using applicant tracking systems (ATS) and HRIS platforms
Licenses/Certifications (if applicable):
- No licenses required.
- SHRM-CP PHR or equivalent HR/Talent Acquisition certification preferred.
Skills:
- Strong organizational skills with the ability to manage multiple requisitions and competing priorities
- Excellent communication judgment and relationship-building skills
- Ability to maintain confidentiality and exercise sound discretion

Physical Requirements:
This position is primarily sedentary to light work in nature. The employee is regularly required to sit for prolonged periods use hands and fingers to operate a computer keyboard telephone and office equipment and occasionally stand walk bend or reach. The employee may occasionally lift or move office materials such as files binders laptops or boxes of supplies weighing up to 20 pounds.
