The Head of Trustee Services (AVP) will lead the consolidated Trustee Governance and Control & Risk Management functions within MPFTC. This role is critical for maintaining trustee integrity ensuring regulatory compliance and enabling growth opportunities post-eMPF transformation. The position carries fiduciary accountability to the Trustee Board and requires strong leadership to manage governance risk vendor oversight and quality assurance across complex multi-vendor operating models.
Position Responsibilities:
1. Trustee Governance & Regulatory Oversight
Ensure the integrity of trustee governance by maintaining a robust governance framework and delivering accurate timely reporting to the Trustee Board and regulatory bodies. Drive compliance with all statutory obligations and regulatory requirements safeguarding the organizations fiduciary responsibilities and reputation.
2. Risk Management & Control Framework
Design and oversee an integrated risk and control framework across all platform interfaces and operational processes. Ensure effective risk identification mitigation and remediation to prevent regulatory breaches and operational failures thereby protecting financial and reputational assets.
3. Vendor Risk Oversight
Establish and enforce vendor governance standards including performance monitoring SLA compliance and resilience testing. Proactively manage vendor-related risks to ensure service continuity and operational resilience in a multi-vendor environment.
4. Quality Assurance
Lead quality assurance programs to monitor transaction accuracy and process integrity across eMPF integrations. Implement defect trend analysis and continuous improvement initiatives to minimize client impact enhance service reliability and maintain high levels of client trust and satisfaction.
5. Change Governance & Operational Resilience
Provide oversight for platform changes new releases and incident management processes. Ensure operational resilience and data integrity through robust governance of non-functional risks including cybersecurity and data quality controls.
6. Growth Enablement & Strategic Integration
Play a critical role in preparing and guiding the trustee services team to adapt to organizational growth and structural changes such as onboarding new trusteeships or platform enhancements. Ensure governance and risk frameworks are scalable and robust enabling smooth integration and operational readiness without compromising compliance or client experience.
Preferred Qualifications:
20 years of relevant experience with at least 10 years of managerial experience in trustee services risk management or regulatory governance within financial services.
Strong communication and collaboration skills (liaising with internal and external stakeholders interacting and influencing various stakeholders to drive execution)
Proven leadership experience managing multi-disciplinary teams and complex vendor ecosystems.
Excellent stakeholder management skills including board-level and regulatory engagement.
Strong understanding of MPF/ORSO schemes and eMPF platform operations.
Relevant experiences in MPF/ORSO (e.g. addition of new funds scheme changes due to regulatory changes scheme merge change of administrator M&A transitions managing TPA relationships etc)
Excellent command of spoken and written English and Chinese
