District Lead Nurse

Reports To: Director of Special Services

FLSA Status: Exempt

Terms of Employment: Twelve months/195 days; salary paid on and work year to be established by the Board

Job Summary:

The Lead District Nurse provides leadership coordination compliance oversight and professional support for the districts comprehensive school health services program. This position serves as the primary liaison between district nurses school administration state health agencies medical providers and community partners to ensure high-quality compliant and consistent health services across all district sites. The Lead District Nurse oversees training documentation audits reporting emergency preparedness Medicaid compliance and program development while supporting and evaluating nursing staff district-wide.

Qualifications:

Required

  • Valid South Carolina Registered Nurse (RN) license
  • Minimum of five (5) years of nursing experience preferably in school or public health settings
  • Demonstrated knowledge of school health services immunization compliance emergency response and communicable disease management
  • Experience with Medicaid billing audits and health documentation systems
  • Strong organizational leadership and communication skills

Preferred

  • Bachelor of Science in Nursing (BSN) or higher
  • Prior experience in district-level coordination or supervisory role
  • Experience with SNAP or comparable school health record systems
  • CPR/AED Instructor certification or ability to obtain

Essential Duties:

  • Serve as liaison between district nursing staff administration and the State School Nurse Consultant including participation in weekly and quarterly meetings.
  • Participate as a member of the District Comprehensive Health and Advisory Committee.
  • Coordinate School Nurse Program Advisory Committee meetings and state planning efforts.
  • Act as a daily resource for district nurses by providing guidance troubleshooting and consultation on health-related issues.
  • Coordinate nursing services and care plans for non-school sites including the Education Services Center District Office Transportation and Information Technology departments
  • Coordinate and/or conduct annual and ongoing training
  • In conjuction with school administrator conduct school nurse evaluations
  • Immunization updates
  • Medicaid billing and documentation training
  • CPR and AED training for nurses and school staff
  • Bus driver emergency medication and CPR training
  • Professional development for district nurses
  • OSHA updates and required health and safety training
  • Stop the Bleed program certification and recertification
  • Assist with interviewing onboarding and training of nurses and substitute nurses
  • Oversee immunization audits 45-day compliance reports and district-wide immunization compliance monitoring.
  • Conduct annual required nursing skills assessments as outlined by the state and provide targeted follow-up training.
  • Maintain and submit required state reports
  • End-of-year annual health services reports
  • Maintain and update district isolation and outbreak tracking and communicable disease reporting.
  • Ensure nursing licensure certifications and training records are current and compliant.
  • Update district health policies and procedures in collaboration with special services staff including speech therapists and related service providers
  • Provide oversight and support for Medicaid billing documentation audits and compliance.
  • Coordinate frequent audits of Individualized Health Plans (IHPs) and nursing documentation in response to updated Medicaid audit requirements.
  • Manage SNAP charting administration
  • Create and update of templates and IHPs
  • System troubleshooting
  • Annual rollovers and reporting
  • Assist schools with Medicaid consent input and record management to improve reimbursement accuracy and compliance
  • Coordinate district-wide flu shot clinics and employee wellness clinics.
  • Coordinate dental vision and hearing screening programs including partnerships with organizations such as the Lions Club.
  • Coordinate preschool disabilities screenings and screenings in collaboration with Parenting Partnership programs.
  • Assist with health services for homebound students including securing required medical documentation.
  • Coordinate infectious waste generator services and compliance requirements
  • Coordinate district CPR/AED programs including AED locations inspections expiration tracking and supply ordering.
  • Coordinate with medical providers regarding emergency medication orders (e.g. EpiPen orders in compliance with the Save Act).
  • Respond to schools to assist with bus accidents supporting student assessments and ensuring continued health coverage during emergencies.
  • Substitute for nurses as needed to support screenings or critical coverage gaps
  • Develop and manage the nursing services budget.
  • Oversee ordering inventory and distribution of nursing supplies and equipment across the district.
  • Ensure proper maintenance and availability of health equipment and emergency supplies
  • Identify areas for improvement in training documentation and service delivery.
  • Implement improvements that strengthen compliance quality of care and Medicaid reimbursement outcomes.
  • Support development of health education lessons for schools as appropriate

Physical Requirements:

The usual and customary methods of performing the jobs functions require the following physical demands: some lifting carrying pushing and/or pulling and significant fine finger dexterity. Generally the job requires 20% sitting 40% walking and 40% standing. This job is performed in a clean and healthy environment

Working Conditions:

  • Combination of office school-site and district travel
  • Ability to respond to emergency situations as needed
  • Occasional evening or after-hours commitments for trainings or emergencies
  • Must regularly lift and/or move objects up to 10 pounds and occasionally lift and/or move objects up to 50 pounds.
  • May experience constant interruptions inflexible deadlines and changes to normal routines.
  • Must be willing to work a flexible schedule to meet special project deadlines
