The Health and Human Services department is seeking a Principal Data Analyst to join the Data and Analytics team to generate actionable insights for the Child Support Services this position you will focus on data analysis and report development primarily using data from the PRISM application.

Location and hours:
This position is remote. Remote workers may be required to come on-site 0 to 12 days a year for work meetings trainings or for any other reasons that their supervisor may deem necessary (may include additional days for onboarding and new employee training). Supervisors will provide as much advance notice as practicable.Work hours are typically Monday through Friday between 8 a.m. and 5 p.m. with some flexibility.

Based on the business needs of this position hires must live in or relocate to Minnesota.

New Employee Orientation (NEO) for all new benefit-earning employees is in-person in downtown Minneapolis. Details about NEO will be provided upon hire.

In this position you will:

Query transform and clean data from a variety of state and county databases.
Analyze interpret and present data to meet the needs of multiple stakeholders and diverse audiences.
Visualize data in engaging and informative ways for various stakeholders.
Create tools and data products including reports surveys presentations dashboards and visualizations for the Child Support Services leadership and state and county human services business partners and stakeholders.
Manage manual reporting create and maintain user documentation and cross train other analysts.
Provide leadership and insight to support data informed decision making.
Develop actionable insights from data analysis that can be used to improve the lives of county residents in various ways using a racial equity lens.
Provide technical consultation to Child Support Services leadership and staff on data analysis statistics analytic techniques performance measurement survey design and evaluation and data literacy.

Need to have:

One of the following:
- Bachelors degree or higher in business administration public administration research methods statistics behavioral/social science public health computer science/MIS management science or urban/city planning and four years of related experience.
- Related education and/or experience to total eight years.

Nice to have:

Experience with:
- Collecting analyzing and interpreting data with attention to detail and accuracy to help improve business/organizational practices.
- Telling stories through data visualization using user-centered design best practices.
- Querying and transforming data from large complex databases using SQL or similar tools.
- Using business intelligence tools (e.g. Power BI Tableau SSRS QlikView).
- Working with child support programs PRISM data and/or the PRISM application.
Ability to:
- Gather and analyze information design and test solutions to problems and effectively communicate results in collaboration with others.
- Build and nurture collaborative relationships with a variety of customers/partners.
- Successfully manage multiple priorities and projects and work independently.
Knowledge of:
- Statistics and experience using statistical packages for analyzing datasets (R Python SAS Stata etc.).
- The data science process and principles (i.e. business/data understanding data preparation modeling - statistics/machine learning evaluation and deployment).
