Job Summary

The Bureau of Vital Statistics (BVS) within the NYC Department of Health and Mental Hygiene registers issues amends and securely stores all New York City birth and death certificates and related records. The Office of Vital Records (OVR) processes hundreds of thousands of customer requests annually issues more than one million documents each year and operates multiple public-facing lobbies that serve over 100000 in-person customers. OVR is a major point of contact between New Yorkers and the Health Department and plays a critical role in service delivery compliance and revenue generation.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
- Develop produce and distribute daily operational reports and workload analyses to support staffing decisions prioritization and resource allocation.
- Compile validate and coordinate data for internal and external reporting including Mayors Management Report Accountability reporting and processing time and escalation metrics.
- Monitor track and respond to commissioner-level IQ system inquiries customer escalations and inquiries from oversight entities ensuring compliance with required response timelines.
- Analyze operational performance metrics to identify trends anomalies and potential risks and proactively flag findings to leadership with data-informed recommendations.
- Develop update and maintain workflow documentation user guides and internal process standards for CAU and PSO operations.
- Review and update customer-facing forms written materials and online content in collaboration with Communications and subject matter experts.
- Support system modernization efforts by testing operational systems documenting results and reporting issues or enhancement needs
- Train onboard and supervise HRTP interns and staff volunteers ensuring quality consistency and adherence to established procedures.
- Coordinate across units to support data accuracy reporting timelines and continuous operational improvement initiatives.

PREFERRED SKILLS:
Excellent analytical organizational and problem-solving skills with strong attention to detail.
Strong written and verbal communication skills including experience preparing reports or public-facing materials.
Experience analyzing operational or administrative data in a high-volume service environment.
Strong proficiency with Excel and other data analysis or reporting tools; experience creating dashboards or KPI reports preferred.
Ability to translate data into clear actionable insights for operational leadership.
Experience coordinating across teams and working with diverse stakeholders.
Ability to manage multiple priorities in a fast-paced deadline-driven environment.
Experience in customer service and operations is a plus.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
