LEAP Program Description

Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.

The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.

About the Position

The Health Assistance Office (HAO) supports the U.S. Department of States Health Foreign Assistance Strategy which aligns with the America First Global Health Strategy. This strategy prioritizes the interests of Americans while contributing to global health improvements including saving lives and strengthening health systems in Nigeria. HAO partners with the Ministry of Health in collaboration with the United States Centers for Disease Control and Prevention (CDC) Walter Reed and other U.S. Government (USG) agencies as well as international donors to implement health assistance-related programs.

The Public Health Supply Chain is one of the most challenging areas of the health portfolio and serves as the core component for service delivery. Nigerias supported public health supply chain has continually faced challenges that undermine the performance of the supply chain. These include limited product visibility inadequate process controls commodity security breaches insufficient oversight and accountability and poor data use or exception reporting for action. The Department of State (DOS) Nigeria Supply Chain portfolio is managed by the Health Assistance Offices team in partnership with National Product Supply Chain Management Program( NPSCMP) and Federal Ministry of Health; the Supply Chain Management Advisor will be supporting NPSCMP andHealth Assistance Office (HAO).

The Health System Integrated Service Delivery (ISD) team within the HAO includes supply chain logistics laboratory services health financing and private sector engagement. Key elements of HAO Supply Chain and Health Systems portfolio include:

• Supply chain logistics laboratory services health financing and private sector engagement.
• Interventions to strengthen supply chain management and leadership at national regional and local levels.
• Efforts to strengthen the integrated supply chain and logistics management infrastructure governance strategic planning and coordination; warehousing and distribution; workforce development; and the National Health Logistics Management Information System (NHLMIS) to improve stock management for essential medicines.
• Ensuring availability and effective use of data for decision-making.
• Promoting patient-centered pharmaceutical services for easy access and appropriate use of medicines to help assure therapeutic efficacy patient safety and the achievement of desired health outcomes.
• Ensuring coordination with the Government of Nigeria (GON) and the Global Fund to Fight AIDS TB and Malaria other donor partner agencies and capitalizing on the DOS comparative advantages.
• Approaches to prioritize cost-effective health interventions and health system sustainability.
• Strengthening ownership of and accountability for programs by government authorities.

The HAO/DOS Supply Chain and Health Systems Advisor supports a substantial portfolio of HAO Global Health Security HIV/AIDS and TB activities malaria and MNCH activities Inclusive of Working Capital Fund (WCF) of approximately $150 million. The WCF supports commodities supply chain strengthening and infrastructure as well as complementary technical assistance for laboratory services and public financial management. The position requires highly specialized skills knowledge and experience related to commodities logistics and supply chain systems as well as interagency coordination strategic planning diplomacy and health systems strengthening competencies.

Overall Objective of Assignment: The HAO/DOS is seeking a dynamic and experienced Public Health Supply Chain Advisor to provide technical leadership for strengthening supply chain systems in support of country global health initiatives across Global Health Security HIV Malaria and Maternal Nutrition Child Health portfolios. This role will focus on providing technical guidance on ensuring the efficient and effective procurement logistics distribution and management of health commodities ensuring compliance with regulations and effective project implementation aiming to enhance the availability and accessibility of essential medicines and health products in developing countries. The advisor will also be responsible for evaluating performance developing strategic plans improving forecasting and distribution collaborating with stakeholders and other agencies and providing technical assistance for capacity building and system strengthening often within the context of health or emergency aid programs.

The Advisor will support the provision of technical assistance and capacity building of supply chain management and leadership at national regional and local addition he/she will work across the team to strengthen the integrated supply chain and logistics management infrastructure governance strategic planning and coordination in partnership with Nigerias National Product Supply Chain Management Program.

The Advisor will provide strategic technical analytical and management support on health logistics and supply chain management overseeing and reporting internally and externally on results as well as liaising with Implementing Partners and other stakeholders as necessary essential to reducing the potential fraud waste and or loss across the supply chain in partnership with government stakeholders and counterparts. As required the advisor will provide support overseeing the health logistics and supply chain activities. The Advisor may also participate in the intra/interagency supply chain in technical working groups and other fora.

Responsibilities

• Participate actively in all Supply Chain related meetings and technical working groups. Participate in the GHSC- PSM supply chain management.
• Establish and/or maintain strong working relationships with senior FMoH/FDS NPSCMP and other relevant government officials at the national and subnational levels development partners private sector health counterparts and other key stakeholders to facilitate knowledge sharing and collaboration among partners to promote best practices and innovative solutions.
• Represent DOS /HAO technical working groups and meetings related to health supply chains.
• Advocate for the integration of supply chain considerations into health planning and policy-making processes.

Provide operational support to the DOS /HAO Supply Chain and health systems portfolio

• Provide technical support to Grants Officer Representatives (GOR) and Activity Manager (AM) of DOS/ HAO Global Health Supply Chain Program-Procurement and Supply Management (GHSC-PSM) for HIV and TB Malaria Maternal and Child Health implementing mechanisms to enhance supply chain management oversight.
• Identifies and/or participates in addressing problems encountered in the implementation process and recommends corrective actions in consultation with GORs/other Activity Managers
• Provides technical support to respond to programmatic requests from the Missions front office and PMI HQ/Washington.

Program Management and Technical Assistance to NPSCMP:

• Provide expert guidance on supply chain management with the best practices innovations and emerging trends.
• Support the implementation of strategies to strengthen supply chain systems including forecasting procurement storage distribution and logistics.
• Support the coordination of supply chain activities across DOS/ HAO health programs ensuring alignment with broader health objectives
• Provide training and technical assistance to DOS /HAO staff partner organizations and local governments on supply chain management.
• Support the development of supply chain capacity within health systems in partner countries.
• Collaborate with senior government officials to align supply chain strategies with national health priorities and policies.
• Provide policy-level recommendations to strengthen governance transparency and accountability in supply chain operations.
• Facilitate inter-ministerial coordination to ensure supply chain systems are integrated across sectors such as health finance and logistics.
• Support the development and implementation of national supply chain frameworks including strategic plans standard operating procedures (SOPs) and performance monitoring systems.
• Build institutional capacity by mentoring key personnel and establishing knowledge-sharing platforms to promote continuous learning and innovation.
• Strengthen data management systems to improve the collection analysis and utilization of supply chain data for planning and performance monitoring.

Deliverables:

Supply Chain Management

• Assessment and Optimization: Conduct assessments of the Nigerian health supply chain system and recommend strategies to improve efficiency reduce waste and ensure timely delivery of essential medicines and health commodities.
• Risk Mitigation: Identify and address risks in supply chain operations such as stockouts overstocking or counterfeit products.

Health Systems Strengthening

• Policy Development: Collaborate with host governments and international partners to develop policies that improve health system governance financing and service delivery.
• Program Design and Implementation: Participate in the design and implementation of HAO programs that address systemic challenges such as workforce shortages infrastructure gaps or inequitable access to care.
• Monitoring and Evaluation: Establish metrics and systems to monitor the performance of health systems and supply chains ensuring alignment with U.S. foreign assistance goals.

Coordination and Stakeholder Engagement

• Interagency Collaboration: Work with other U.S. government agencies (e.g. CDC) to align health assistance efforts and avoid duplication.
• Partnership Development: Participate in building partnerships with multilateral organizations private sector actors and civil society to leverage resources and expertise.
• Advocacy and Representation: Participate in team representation of the Department of State in international forums advocating for policies and practices that align with U.S. global health priorities.

Reporting and Communication

• Deliverable Reports: Provide regular updates and reports on program progress challenges and outcomes to senior leadership and other stakeholders.
• Data-Driven Insights: Use data to inform decision-making and communicate the impact of health assistance programs.
• Briefing Materials: Prepare briefing materials talking points and presentations for senior officials on health systems and supply chain issues.

Crisis Response

• Emergency Preparedness: Develop contingency plans to ensure the rapid deployment of health commodities during emergencies such as disease outbreaks or natural disasters.
• Rapid Response: Coordinate with partners to address urgent health needs ensuring that supply chains remain functional under crisis conditions.

REPORTING:

The Supply Chain Management Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR.

SUPERVISION:

In addition to your LEAP Global supervisors and POCs Supply Chain Management Advisor reports to the Health Assistance Coordinator and his/her designate and has no formal supervisory responsibility. Incumbents may also have a POC with the coordinating GON ministry department and or agency as defined in the roles and responsible above.

Qualifications

• Masters degree or local equivalent from an accredited program in Pharmacy Public Health Medicine or Supply Chain Management.
• A minimum of seven (7) years of progressively responsible experience in the field of pharmaceutical supply chain in developing or middle-income countries. Prior experience working with or for bilateral or multilateral donors/stakeholders such as the United States Government the Global Fund UN agencies or national-level public sector projects and ensuring compliance with U.S. Government rules and regulations.
• Excellent leadership communication and team management skills.
• Excellent written and oral communication in English; proficiency in relevant local language(s) is an advantage.
• Good computer skills including familiarity Microsoft Office programs is preferred.
• Prior experience working in Nigeria is an advantage
