Global Solutions Ventures (GSV) a joint-venture partnership between ZemiTek LLC and Dexis Consulting Group is implementing the Long-term Exceptional Technical Assistance Project (LEAP Global) a mechanism originally used by USAID to battle against infectious diseases such as malaria HIV/AIDS tuberculosis neglected tropical diseases and pandemic influenza. As of July 1 2025 LEAP Global transitioned to the U.S. Department of State (DOS). This initiative aims to address the complex human resource challenges faced by national infectious disease programs in the USA-supported countries.
The intervention of this project is to hire and embed technical expert advisors and subject matter experts within government entities. By directly embedding the technical expertise within the national programs LEAP provides long-term sustainable lifesaving support to empower host governments to lead and manage key aspects of their infectious disease portfolios and improve coordination between the U.S. Government and the host country.
The Health Assistance Office (HAO) supports the U.S. Department of States Health Foreign Assistance Strategy which aligns with the America First Global Health Strategy. This strategy prioritizes the interests of Americans while contributing to global health improvements including saving lives and strengthening health systems in Nigeria. HAO partners with the Ministry of Health in collaboration with the United States Centers for Disease Control and Prevention (CDC) Walter Reed and other U.S. Government (USG) agencies as well as international donors to implement health assistance-related programs.
The Public Health Supply Chain is one of the most challenging areas of the health portfolio and serves as the core component for service delivery. Nigerias supported public health supply chain has continually faced challenges that undermine the performance of the supply chain. These include limited product visibility inadequate process controls commodity security breaches insufficient oversight and accountability and poor data use or exception reporting for action. The Department of State (DOS) Nigeria Supply Chain portfolio is managed by the Health Assistance Offices team in partnership with National Product Supply Chain Management Program( NPSCMP) and Federal Ministry of Health; the Supply Chain Management Advisor will be supporting NPSCMP andHealth Assistance Office (HAO).
The Health System Integrated Service Delivery (ISD) team within the HAO includes supply chain logistics laboratory services health financing and private sector engagement. Key elements of HAO Supply Chain and Health Systems portfolio include:
The HAO/DOS Supply Chain and Health Systems Advisor supports a substantial portfolio of HAO Global Health Security HIV/AIDS and TB activities malaria and MNCH activities Inclusive of Working Capital Fund (WCF) of approximately $150 million. The WCF supports commodities supply chain strengthening and infrastructure as well as complementary technical assistance for laboratory services and public financial management. The position requires highly specialized skills knowledge and experience related to commodities logistics and supply chain systems as well as interagency coordination strategic planning diplomacy and health systems strengthening competencies.
Overall Objective of Assignment: The HAO/DOS is seeking a dynamic and experienced Public Health Supply Chain Advisor to provide technical leadership for strengthening supply chain systems in support of country global health initiatives across Global Health Security HIV Malaria and Maternal Nutrition Child Health portfolios. This role will focus on providing technical guidance on ensuring the efficient and effective procurement logistics distribution and management of health commodities ensuring compliance with regulations and effective project implementation aiming to enhance the availability and accessibility of essential medicines and health products in developing countries. The advisor will also be responsible for evaluating performance developing strategic plans improving forecasting and distribution collaborating with stakeholders and other agencies and providing technical assistance for capacity building and system strengthening often within the context of health or emergency aid programs.
The Advisor will support the provision of technical assistance and capacity building of supply chain management and leadership at national regional and local addition he/she will work across the team to strengthen the integrated supply chain and logistics management infrastructure governance strategic planning and coordination in partnership with Nigerias National Product Supply Chain Management Program.
The Advisor will provide strategic technical analytical and management support on health logistics and supply chain management overseeing and reporting internally and externally on results as well as liaising with Implementing Partners and other stakeholders as necessary essential to reducing the potential fraud waste and or loss across the supply chain in partnership with government stakeholders and counterparts. As required the advisor will provide support overseeing the health logistics and supply chain activities. The Advisor may also participate in the intra/interagency supply chain in technical working groups and other fora.

REPORTING:
The Supply Chain Management Advisor will provide a detailed monthly report to the U.S. Department of State submitted by the 5th day of the following month. Additionally the Advisor will submit a weekly progress report to the U.S. Department of State (and participate in weekly calls) to include a short paragraph about main successes for that week. The format for reporting may be adjusted with concurrence from the COR.
SUPERVISION:
In addition to your LEAP Global supervisors and POCs Supply Chain Management Advisor reports to the Health Assistance Coordinator and his/her designate and has no formal supervisory responsibility. Incumbents may also have a POC with the coordinating GON ministry department and or agency as defined in the roles and responsible above.
