Description of Work

The Educational Diagnostician II conducts comprehensive developmental evaluations for children from birth to age three to determine eligibility for the North Carolina Infant-Toddler Program and to identify early intervention needs. Working as part of a multidisciplinary team within the Childrens Developmental Services Agency (CDSA) this position applies advanced diagnostic techniques standardized testing and informed clinical judgment to support individualized planning.

Responsibilities include interpreting assessment results collaborating with families and professionals and developing functional outcomes for Individualized Family Service Plans (IFSPs). The role also provides consultation and technical assistance to service coordinators and community providers to ensure evidence-based practices. Work requires adherence to federal and state regulations and involves travel within the assigned catchment area.

Key Duties Include:
- Review referral information and conduct routines-based interviews to identify evaluation needs and plan assessment activities.

- Administer and score standardized and non-standardized developmental instruments integrating clinical observations and informed opinion.

- Analyze and interpret evaluation results to determine program eligibility and summarize findings for IFSP documentation.

- Collaborate with families and multidisciplinary team members to develop functional family-centered IFSP outcomes and strategies.

- Conduct follow-up developmental assessments to monitor progress inform intervention adjustments and support transition planning.

- Provide consultation and technical assistance to families service coordinators and community providers regarding developmental delays and assessment interpretation.

- Assist with planning and delivering in-service training for CDSA staff and contracted providers serving the birth-to-three population.

- Maintain accurate and timely client records including evaluation reports IFSP documentation and required data entry in compliance with program standards.

- Participate in scheduled staff meetings professional development activities and quality assurance initiatives to ensure best practices.

- Complete administrative tasks such as time and travel documentation billing and reporting in accordance with agency requirements.

Salary Grade Range: $50633.00 - $88607.00

The Knowledge Skills and Abilities (KSAs)/ Management Preferences are not required. Applicants who possess the following skills are preferred:

  • Expert-level proficiency in administering and scoring standardized developmental and educational assessment tools for children ages birth to three including integration of results for eligibility determination.

  • Demonstrated experience in analyzing complex evaluation data and synthesizing findings into actionable recommendations for individualized service planning.

  • Skilled in developing functional family-centered outcomes within Individualized Family Service Plans (IFSPs) using evidence-based practices and collaborative team input.

  • Proficient in delivering technical consultation and training to multidisciplinary teams and community providers on interpreting assessment results and implementing intervention strategies.

  • Strong track record of maintaining accurate timely documentation in electronic data systems and ensuring compliance with federal and state program standards.

Physical Requirements:

Light work with some physical lifting. This work also requires the ability to participate in activities that are developmentally appropriate to infants and toddlers. Physical effort also includes being able to get up and down from the floor in clinic and family home environments lifting and carrying young children and travel/driving car to home visits within the 6-county catchment area.

The Infant-Toddler Program provides support and services for families and their children birth to three who have special needs. Research shows that this time period is critical. It offers a window of opportunity to make a positive difference in how a child develops and learns. Childrens Developmental Services Agencies (CDSAs) across North Carolina work with local service providers to help families help their children succeed.
