Qualifications
Education & Experience:
- BS/BA in Business Administration Construction Engineering or equivalent combination of education and experience.
- Minimum five (5) to seven (7) years experience in project controls.
- At least three (3) years experience leading teams or supervising resources.
- Hands-on experience with projects operating facilities turnarounds and/or maintenance environments.
- PMP (Project Management Professional) and/or AACE Certified Cost Engineer preferred.
- Experience with Microsoft Project and Primavera P6 a plus.
Skills:
- Proven ability to lead and supervise diverse teams in a dynamic fast-paced environment.
- Advanced cost control and financial analysis skills including schedule progress and risk standards.
- Proficiency in Microsoft Office and database technology.
- Strong communication negotiation and problem-solving abilities.
- Self-motivated detail-oriented and able to manage multiple tasks/projects.
- High ethical standards and ability to work collaboratively across teams.

Position Overview:
The Manager Project Control Engineering & Cost Analysis is a leadership role within LGUS Project Engineering. This position is responsible for leading a team of eight Project Control Engineers and Cost Analysts ensuring cost control work practices and goals are achieved across projects maintenance activities and turnarounds (TARs). The role provides oversight mentorship and alignment with project objectives while driving continuous improvement in departmental workflows tools and methodologies resulting in productivity improvements. This position also ensures compliance with corporate policies financial regulations and safety standards.
Key Responsibilities
Leadership:
- Manage and supervise a team of eight Project Control Engineers and Cost Analysts ensuring performance management professional development and resource alignment.
- Foster a collaborative and high-performance team culture while acting as the primary escalation point for TAR and project-related issues.
- Provide guidance and mentorship to improve service delivery and technical skills.
Cost Control & Analysis:
- Responsible for cost budgeting and forecasting progress measurement planning and scheduling and risk management through all phases of assigned projects from proposal to close-out.
- Monitor project costs against budget and forecast. Collaborate with project managers to develop cost estimates identify cost variances and develop corrective action plans.
- Forecast cash flow and understand the impact of commitments and invoice timing on project cash flow. Develop expenditure forecasts based on engineering progress equipment progress payments and contractor earned value.
- Identify potential and critical cost issues and work with team members to develop recovery/resolution plans.
- Prepare reports and participate in progress meetings and monthly portfolio reporting including variance reporting and cost and schedule forecasting.
- Manage change management processes to ensure changes are accurately documented and incorporated into project plans and cost estimates.
- Conduct site visits and coordinate cost control systems with contractors and project managers.
- Develop contingency management plans understand how contingency is developed by Work Breakdown Structure and how contingency is used over the duration of a project.
Compliance & Governance:
- Ensure compliance with financial policies US GAAP local statutory regulations internal controls and Sarbanes-Oxley requirements.
- Learn and abide by the Linde Code of Ethics and Code of Conduct. Demonstrate honesty integrity and professionalism in all communications actions and decisions.
- Comply with corporate safety guidelines and standards.
Process Development & Strategy:
- Define and implement department work processes for strategy development budgeting purchase-to-pay execution cost analysis forecasting reporting and close-out activities.
- Lead efforts to update workflows and implement optimized processes aligned with departmental goals.
- Accountable for work practices associated with Cost Analyst role including vendor contracts timesheets audits procurement and A/P.
Continuous Improvement:
- Continuously monitor project control processes and identify opportunities for improvement.
- Implement best practices and innovative solutions to enhance cost efficiency and predictability.
- Maintain and optimize digital tools to drive cost efficiency and improve forecasting accuracy.
Cross-Functional Collaboration:
- Develop and maintain strong engagement with accounting purchasing accounts payable project managers project owners maintenance and turnaround coordinators to ensure alignment and transparency.
Mentoring & Training:
- Provide guidance and training on cost control processes compliance requirements and best practices.
- Foster a positive team culture focused on collaboration and achieving project success. Mentor and develop team members to ensure professional growth and success.
