  • Completion of a diploma in engineering technology or an undergraduate degree in engineering in an appropriate specialty (e.g. Civil Structures Building Geological/Geotechnical).
  • Coursework or demonstrated experience in ArcGIS database management and computer programming
  • A minimum of five (5) years of combined experience in:
  • People management
  • Assessment design and construction of vertical (stairs open structures retaining structures) and horizontal structures (roads trails parking lots)
  • Hands-on experience in ArcGIS database structures and management and FME or similar software
  • Must be eligible to be recognized as a Certified Engineering Technologist (CET) with ASET
  • Possession of a valid Class 5 Drivers License

Assets:

  • Direct experience in a municipal or public sector asset management and/or infrastructure environment
  • Familiarity with industry standards for condition assessment such as the American Society for Testing and Materials (ASTM) and various Building Codes
  • Experience with the Advanced Enterprise Geographic Information System (AEGIS)

Skills required for success:

  • Exceptional leadership people management and supervision skills to effectively guide and develop a technical field team
  • Proven ability to work collaboratively within teams manage time effectively and deliver results under pressure with imminent deadlines
  • High-level proficiency in GIS and CAD software programming languages and data processing tools like FME
  • Superior analytical and problem-solving skills to interpret complex or conflicting field data and translate findings into technical reports and planning documents
  • Excellent technical writing and verbal communication skills for preparing manuals reports and interacting effectively with the public and a wide range of internal and external partners

Work Environment:

  • This position may be eligible for a hybrid work arrangement with the flexibility to work from both home and the worksite as per the Letter of Understanding between the City of Edmonton and Civic Service Union 52.
  • The weekly hours of work for this position are currently under review and may change at a future time. Any changes will be made in accordance with the City of Edmonton/Civic Service Union 52 collective agreement and the incumbent will be notified in advance.

Join the Lifecycle Management Section within Integrated Infrastructure Services as our Open Space Infrastructure Inventory this key permanent full-time role you will lead the Open Space Infrastructure Assessment team dedicated to the supervision management and in-depth analysis of field data for our parks engineered assets including trails roads parking lots stairs and retaining structures. Your work directly contributes to the Citys long-term asset planning and ensures the safety and longevity of our valuable open spaces. You will play a critical role in developing and implementing advanced assessment methodologies ensuring data quality within our sophisticated geospatial systems and shaping major capital program strategies. We are looking for an experienced leader with a passion for asset management precise data integrity and fostering a collaborative high-performing technical team.

What will you do

  • Lead the Open Space Infrastructure Assessment team including the hiring onboarding training and performance management of seasonal GIS field assessment technicians and manage their daily office and field work schedules
  • Manage the comprehensive inventory of engineered open space assets ensuring the highest quality and integrity of data within our corporate Geographic Information System (AEGIS) through rigorous quality control checks and software such as FME (Feature Manipulation Engine)
  • Develop and implement innovative assessment methodologies and technical procedures including evaluating new technologies like drones and AI for image processing to enhance the efficiency and accuracy of data collection and asset condition reporting
  • Conduct in-depth asset planning performance analysis and risk management including economic benefit and life cycle cost analysis to support the development of repair/replacement strategies and the annual 4-year capital program
  • Complete technical reports related to asset assessment and renewal utilizing code analysis (National Provincial Utility and City of Edmonton Codes/Standards) to ensure compliance
  • Collaborate with internal City teams consultants civil/building construction personnel and other interested parties on data collection maintenance and asset condition inquiries
