POSITION SUMMARY
The Construction Manager oversees the delivery of construction projects infrastructure improvements and maintenance programs. Provides oversight of the Utilities Inspections Program and ensures all compliance with contracts and specifications. Coordinates in-house construction activities and provides proactive communication and planning to all project stakeholders. Works closely and collaboratively with internal and contractor project managers.

DUTIES AND RESPONSIBILITIES

Essential Duties & Responsibilities
- Prepare cost estimates budgets and work timetables.
- Interpret and explain contracts and technical information to other professionals.
- Collaborate with architects engineers and other construction specialists.
- Monitor projects and report progress and budget.
- Respond to work delays emergencies and other problems with the
- Ensure the project complies with legal requirements such as building and safety codes and ensure all contract and specification language aligns with internal programs.
- Coordinate and supervise a variety of projects.
- Oversight of the construction phases of internal capital process or maintenance projects.
- Coordinate and/or creation of construction processes to meet design specifications and completion on time and within budget.
- Communication with stakeholders and leadership including Project Managers Utilities Leadership Team Water & Sewer Board or City Council.
- Inspects construction sites and analyzes work to detect discrepancies in plans materials and construction methods and processes; monitors deviations issues non-compliance notices and stop work orders and implements corrective actions.
- Makes recommendations for change and modification to improve processes and administer efficient construction progress.
- Tracks and evaluates construction progress documents inspections and maintains required records and daily logs of construction activities; prepares periodic project status reports.
- Coordinates with project manager to review projects maintain estimates and track all invoices and work orders.
- Monitors ad hoc requests and facilitate various construction progress Maintains records for all construction procedures.
- Reviews construction specifications for conformance with standards to achieve goals and objectives; interprets specifications policies and procedures.
- Reviews contract documents for conformance with standards prior to bid including specification requirements associated with contract insurance policies contract bonds safety program construction schedules and technical specifications.
- Interprets contracts and technical Evaluates plans and specifications to ensure quality assurance and determines cost-effectiveness of plans.
- Evaluates proposals scopes of work bid documents and other documents and makes recommendations regarding consultant and contractor selection.
- Coordinates startup and commissioning including the development and implementation of work plans method of procedures (MOPs) and other work processes to achieve goals.
Other Duties & Responsibilities
- Demonstrates continuous effort to improve operations streamline work processes and works cooperatively and jointly to provide quality services.
- Prepares proactive communications to the public and other stakeholders for assigned projects; responds to inquiries from the public utilities other government agencies and contractors
- Works with other governmental agencies citizen groups and industry representatives on projects and programs.
- Contributes to the development and implementation of departmental goals objectives policies procedures and service standards.

PREPARATION AND TRAINING
Education
- Bachelors degree in construction Business Engineering or related field.
Work Experience
- Minimum of 10 years of increasingly responsible project related experience in commercial/industrial construction
- Minimum two (2) years experience as an inspector.
Certifications and/or Licensures
- Certified Construction Manager or ability to obtain within 6 months.
Required Drivers License
- Valid Colorado Drivers License and a clear or acceptable motor vehicle record.

- Work is performed in a standard office environment and in the field. Work setting is an industrial wastewater treatment facility where noise irritants dust dirt bacteria hazardous chemicals/air/materials and fumes are present.
- Work indoors and outdoors in all weather conditions and over all types of May be exposed to risks typically associated with working around water chemicals electricity and other man-made and natural hazards.
- Full range of body movements including stooping twisting kneeling bending leaning reaching climbing (heights) stretching and working in awkward May stand for extended periods of time. Occasional lifting (up to 50 lbs.).
