The Department of Revenue is filling an Unclaimed Property Claims Examiner (Excise Tax Examiner 1) and a Unclaimed PropertyHolder Reporting Examiner (Excise Tax Examiner 1) within the Unclaimed Property unit which is part of the Taxpayer Account Administration (TAA) division in Tumwater WA.

Taxpayer Account Administration (TAA) is a division of Revenue that administers many programs including forest excise tax fish tax cigarette and other tobacco products taxes local sales tax tax incentives and reseller permits. Additionally the division is responsible for the distribution of state and local taxes ensuring compliance with the Revised Uniform Unclaimed Property Act and returning unclaimed property (UCP) to the rightful owners. Duties

As anUnclaimed Property Claims Examiner you will use your technical knowledge to interpret and process a variety of claims while providing quality assistance to claimants and the public. You will provide feedback both verbally and in writing to educate answer customer questions and process claims. Some of the other functions of this position includes:

  • Determine proper ownership of funds and facilitate payment or denial of a claim using supporting documentation.
  • Analyze and review claims using specialized investigative tools and identifying techniques to detect possible discrepancies fraud or collusion by claimants as well as to determine ownership.
  • Assist customers with the Agencys online services and applications.
  • Communicate clearly and effectively in writing and verbally.
  • Use independent judgement to accomplish assignments.
  • Answer customer phone calls and reply to web messages regarding Unclaimed Property.

As an Unclaimed Property Holder Reporting Examiner you will conduct first level examinations and accounting functions including proper identification reporting collection and distribution of unclaimed property. The reconciliation of unclaimed property reports processing penalty waivers reviewing refund and extension requests applying payments and setting up accounts are also duties associated with this position. Here are some other functions you can expect:
  • Balancing electronic reports/files using Department of Revenues Unclaimed Property System (KAPS).
  • Providing direct customer service for the Unclaimed Property Section; primarily responsible for answering calls in the Holder Queue.
  • Process holder requests including penalty waiver and refund requests.
  • Opening and setting up new holder accounts while maintaining existing accounts.
  • Assisting with the Safe Deposit Box inventory process.

Both positions will be required to come into the Tumwater office once per week for at least the first 6 months for training.

  • Analyzing data and information critically identifying discrepancies and potential fraudulent behavior.

  • Locating procedures that are available for a work function to be completed.
  • Ensuring actions follow established procedures.

  • Efficiently compose and tailor professional correspondence to customers.


Customer Service:

  • Delivering less desirable news fielding inquiries and de-escalating upset customers.
  • Providing customer service on the phone through calling customers and returning customer inquiries.


Adaptability and Flexibility:

  • Adjusting your work focus based on work inventory.
  • Willing to take on project assignments as they are discovered.


Information Technology Proficiency:

  • Spreadsheet skills to use basic formulas tables filtering and sorting.
  • Document skills to compose messages. Using bolding white space bullets and other formatting to ensure the message is clear.


Decision making and applying independent judgment:

  • Making independent decisions based on training received.
  • Applying judgement to determine the most accurate action when multiple potential actions could be taken.


Time Management:

  • Independently managing your time to ensure goals are met.
  • Meeting deadlines.

  • Keeping organized to ensure access to resources messages are responded to and projects are completed.

  • Motivating yourself to complete your goals.

Preferencemay be granted to applicants who possess:
  • Two years or more of experience in accounting auditing bookkeeping banking compliance or tax administration or
  • Associates degree and one year experience in accounting auditing bookkeeping banking compliance or tax administration or
  • A Bachelors degree involving major study in business or public administration or closely allied field.
  • 6 semester (9 quarter) hours of accounting business law money and banking or finance coursework has been completed.
  • Experience with Department of Revenues Unclaimed Property System (KAPS).
  • Experience with Washington Revised Unclaimed Property Act RCW 63.30.
