About the Position
The Work-Based Learning Analyst Assistant is a supportive role at V-TOP. The position presents opportunities for the selected candidate to contribute to the design of the upcoming program expansion and data collection strategy. This position is hybrid where the candidates work in person at the SCHEV office in downtown Richmond Virginia and has an opportunity to telework. However this is determined on an individual basis. This position is considered a part-time position.
SCHEV is seeking two individuals with technical analytical and problem-solving skills to fill the position of the Work-Based Learning Analyst Assistant to assist the state agency with the Innovative Internship Fund and Program (IIF&P) as created in 2019 in statute (see Va. Code 23.1-903.4) which expands paid and credit-bearing opportunities for student internships and other work-based learning opportunities in collaboration with employers. The IIF&P is known externally as the Virginia Talent Opportunity Partnership (V-TOP).
The Work-Based Learning Analyst Assistant will leverage their expertise in data collection
(quantitative and qualitative) research and best practices in data analysis to support various V-TOP initiatives. These initiatives focus on preparing employers students and institutions of higher education to expand work-based learning opportunities in the Commonwealth significantly. Specifically the incumbent will assist the Work-Based Learning Analyst in extracting meaningful insights from data collection practices across institutions and the workforce.
Duties
In collaboration with the V-TOP team and Work-Based Learning Analyst the Work-BasedLearning Analyst Assistant (PT) will:
Assist the Work-Based Learning Analyst in collecting and analyzing work-based learningactivities throughout the state.
Gather and organize data from both internal and external sources including educationalinstitutions and employers while ensuring accuracy and integrity.
Collaborate with existing staff members (the Work-Based Learning Analyst and theAssociate for Innovative Work-Based Learning Initiatives) as well as V-TOP institutionled regional partners to coordinate regional work-based learning outcomes.
Support the development review and monitoring of proposed targets and outcomes forV-TOP-funded institutional partners that serve as regional intermediaries.
Analyze data to identify trends gaps and insights that align with state-level goals.
Create reports visualizations and presentations to communicate findings andrecommendations to stakeholders.
Ensure compliance with data regulations and identify areas for process improvement.
Demonstrate the ability to collect data from institutions using various methods includingsurveys and work-based learning platforms.
Conduct research on workforce needs at both the national and state levels to informdecision-making.
Minimum Qualifications
Experience demonstrating knowledge of quantitative and qualitative data collection andanalysis.
Experience and knowledge of database management and report design.
Ability to work with online applications including designing deploying and maintainingcontent in a web-based environment.
Basic programming skills or a willingness to learn a programming language (such asPython or R).
Fundamental knowledge and demonstrated experience using analytical software database management systems and reporting software.
Advanced proficiency in Microsoft Excel.
Experience demonstrating excellent attention to detail.
Additional Considerations

Ability to manage multiple activities in a deadline-oriented environment; highlyorganized flexible and rigorous attention to detail.
Ability to use logic to calculate data; efficiently construct a database or scrutinize theform of a question.
Ability to work with data of varying levels of quality and validity.
Demonstrated ability to produce data in a clear and understandable manner meeting userrequirements.
Ability to work effectively with multiple internal and external stakeholders.

Special Requirements
This position requires a self-starter who is flexible and capable of supporting the Work-Based Learning Analyst in responding to inquiries and requests about state-level data collection and management. This Position is part-time temporary and will work up to but no more than (1040 hours/52 weeks 20 hours per week).
