ABOUT THE DEPARTMENT
The Information Technology Department (ITD) is a mission drivenorganization responsible for delivering secure reliableand innovative enterprise technology services that enable Countyagencies and departments to fulfill their public 230 employees and an annual operating budget of over $100 million ITD overseescountywide cybersecurity data governance enterprise platforms application development cloud services network infrastructure digital services and a 24/7 operations center that supports criticalsystems across public safety health human services property and administrative operations.

ITD plays a pivotal role in advancing the Countys digital transformation supporting improvedservice delivery operational efficiency and equitable access to technology. THE ROLE: KEY RESPONSIBILITIES
The CIO serves as the Countys top technology executive and department head for ITD. Appointedby the Board of Supervisors the CIO provides strategic leadership vision and governance for allcountywide technology services. The role directs administers and modernizes the full portfolio ofenterprise information systems cybersecurity data governance digital service delivery andinnovation initiatives to ensure effective efficient and secure use of technology resources acrossall County agencies and departments.

Strategic Leadership & Governance
Directs the development and execution of enterprise technology strategies roadmaps andgovernance frameworks.
Ensures compliance with all federal state and local technology regulations.
Advises the Board County Administrator and executive leadership on technology visioninvestments and risk.
Enterprise Technology Management
Leads countywide IT operations including cybersecurity network services cloud andinfrastructure application development and emerging technologies.
Oversee a 24/7 data center ensuring reliable uninterrupted service delivery.
Innovative & Digital Transformation
Guides enterprise adoption of AI automation analytics and digital platforms.
Manages an innovation portfolio balancing short- mid- and long-term investments.
Champions digital service redesign to improve constituent experience.
Cybersecurity & Data Governance
Establishes enterprise cybersecurity policy standards and response capabilities.
Oversees data stewardship ensuring data quality accessibility and responsible use.
Collaboration & Stakeholder Engagement
Builds strong partnerships with department heads and external public agencies.
Serves as the Countys principal technology advisor representing ITD in strategic discussionsand public forums.
Fiscal Leadership & Resource Stewardship
Prepares and manages the ITD budget aligning investments with enterprise goals.
Oversees technology procurement software and technology services.
Ensures return on investment (ROI) and fiscal responsibility across all major projects.
Talent & Organizational Development
Builds mentors and maintains a high-performing diverse IT organization.
Leads workforce modernization skill development and organizational excellence initiatives.

MINIMUM QUALIFICATIONS

The ideal candidate brings either three (3) years of full-time experience as an Assistant CIO or ChiefTechnology Officer in the County or ten (10) years of increasingly responsible IT experienceincluding executive-level management of people and complex systems leadership of enterpriseinfrastructure projects experience with budgets funding sources and strategic planning.
