Nature of Work
Under the direction of the Superintendent the Chief Academic Officer leads and supports the administration of curriculum development and instructional programs and services in the school system. The Chief Academic Officer will supervise elementary middle and high school curriculum and instructional staff; Federal programs/projects; Exceptional Children; Early Childhood Education; Student Services; Blended Learning; and Early Literacy. While many of the above areas have a director coordinator etc. all areas report to the Chief Academic Officer. The Chief Academic Officer provides administrative and strategic leadership support for the districts curriculum and instruction priorities working closely with district executive staff.
Education and Experience
- Masters degree in education or related field required earned doctorate preferred
- Five (5) years supervisory/administrative experience required (Experience working with superintendents executive cabinet leaders school board members government agencies or boards non-profits or community representatives strongly preferred.)
- Elementary and secondary principal experience preferred
- Demonstrated proficiency in instructional technology and digital/blended learning
Certification and Licensure Requirements
- Valid North Carolina Professional Educators Certificate in any of the following:
- 00011: School Administrator Superintendent
- 00012: School Administrator Principal
- 00113: Curriculum Instructional Specialist
Essential Functions/Typical Tasks
- Leads curriculum development and instructional programs and services (PreK-12) for the school system
- Monitor and analyze student performance data to inform instructional decisions and interventions.
- Support implementation of differentiated instruction and MTSS frameworks.
- Evaluates and continuously improves the effectiveness of the Curriculum and Instruction division by operationalizing the divisions strategic plan.
- Facilitates supervises and evaluates the processes of curriculum and instruction staff.
- Aligns local state and federal budgets to the districts strategic curriculum/instructional priorities.
- Builds the capacity for instructional leadership among district school leaders through professional development curriculum and instructional leadership development.
- Remains current on North Carolina Department of Public Instruction policies and processes as well as North Carolina General Assembly legislation that impacts curriculum and instruction.
- Provides leadership in facilitating achievement of the systems mission and goals for teacher professional learning and student achievement
- Provide professional development and coaching support to teachers and instructional coaches.
- Collaborate with principals to implement effective instructional practices and classroom management strategies.
- Serves as a consultant for principals teachers and central office staff for all areas of the curriculum. Observes consults with and assists individual classroom teachers in their instructional and classroom performance.
- Facilitates the continuous improvement of instructional and curriculum development services.
- Oversees the implementation and alignment of NCStar with schools and their school improvement goals.
- Investigates pursues and administers grants to support curriculum and instructional services throughout the system.
- Designs processes for collaboration and partnership among the school system state local agencies and the community.
- Conducts program evaluation for all curriculum and service areas.
- Prepare and maintain files records and reports in accordance with local state and federal regulations and guidelines.
- Serves as the designated mediator of parent/school personnel in problem-solving sessions/concerns as assigned by the Superintendent.
- Represents the school system on interagency committees and task forces.
- Provides input in the selection and assignment of system and school leaders.
- Evaluates school leaders as assigned by the Superintendent.
- Performs other duties as necessary or requested to improve or enhance the efficiency and effectiveness of programs operations and processes in the system.
Knowledge Skills and Abilities
- Knowledge of frameworks for continuous improvement and/or processes for organizational management
- Knowledge of federal state and local laws rules and regulations governing North Carolina public schools
- Considerable skill in utilizing technology as a tool for efficiency productivity and curriculum delivery professional development and content creation
- Knowledge of the Individuals with Disabilities Act (IDEA) and the federal role in public education to include exceptional children and 504 programs
- Knowledge of the NCStar school improvement process tool
- Ability to provide leadership and support to schools designated as CSI ATSI and/or low-performing.
- Knowledge of all aspects of Multi-Tier Systems of Support.
- Ability to coordinate all aspects of beginning teacher support including professional development and support for beginning teachers and mentors.
- Coordinates K-12 arts programs and K-8 physical education programs.
- Knowledge of principles procedures and practices of public school administration.
- Knowledge of personnel and management principles practices and strategies as they relate to the administration of student support policy development employee relations and related services.
- Compliance with confidentiality requirements and ethical guidelines for local state and federal rules policies and statutes.
- Ability to research program documents and narrative materials and to compile reports from research.
- Ability to review documents for accuracy of information grammar style punctuation and vocabulary.
- Ability to maintain complex schedules records and files.
- Ability to maintain confidential information.
- Ability to develop and modify work procedures methods and processes to improve efficiency.
- Ability to communicate effectively orally and in writing.
- Ability to type accurately at a moderate rate of speed.
- Ability to exercise considerable tact and courtesy in frequent contact with school officials elected officials and the general public.
- Ability to establish and maintain effective working relationships as necessitated by work assignments.
