GENERAL DESCRIPTION:


This position is responsible for the comprehensive oversight and management of the Technology and Business Operations Project Management Office (PMO) within the Wyoming Department of Health Division of Healthcare Financing. The PMO supports IT project oversight implementation operations and maintenance for Medicaid and M-Chip-related systems. Key responsibilities include managing a team of project managers overseeing contract management scheduling and project reporting. The role achieves departmental objectives by ensuring the efficient execution and successful delivery of critical IT projects and also involves resource and strategic planning for the PMOs long-term direction and goals.

  • Serve as Lead Project Manager: This role involves overseeing the management of high-visibility strategically important projects as requested by the State Medicaid Agent and the Unit Manager. The Manager either assigns a project manager from their staff or acts as the direct project manager for multiple concurrent projects. Duties include directing and overseeing work efforts coordinating with agency executives federal partners and managing an overall portfolio budget of approximately $20 million for Design/Development/Implementation (DDI) per year. This function ensures effective execution of all project management duties feasibility determination and compliance with federal regulations and contract requirements and is responsible for mediating and resolving disputes.
  • Management of Project Management Office: This function focuses on maintaining PMO standards practices and procedures. It involves Resource and Strategic Planning for the PMOs long-term direction including setting goals and developing strategies with resource allocation and ongoing evaluation. The role ensures adequate resource assignment and balancing across all PMO tasks and projects develops and improves PMO policies implements lessons learned and guides procurement and contracting activities for the office.
  • Contract Management: This involves supporting the Contract Managers or acting as the primary Contract Manager for contracts assigned to the Technology and Business Operations Unit. Responsibilities include closely monitoring contract deliverables orchestrating acceptance testing and sign-off providing project oversight and direction based on the Statement of Work (SOW) ensuring contract requirements and performance standards are met and serving as the primary State point of contact for project-related decisions scheduling and deliverables.
  • Management of PMO Team Members: This responsibility includes the direct oversight of a team of project management professionals. The manager establishes goals prioritizes and assigns work reviews work product conducts mid-year and annual performance appraisals and provides coaching mentoring and training. This function is crucial for providing leadership motivation facilitating team communication resolving unit issues and developing retention and succession strategies for the team.

Qualifications


PREFERENCES:


Budget and Risk Management: Experience managing large-scale project budgets and schedules particularly within a portfolio budget of $25-$50 million and proficiency in designing and implementing an active risk management process.

Technical Problem Solving:Demonstrated ability to manage and make time-critical decisions regarding complex technical and Medicaid IT problems with potentially limited information which impacts division-level and agency personnel/resources.

Conflict Resolution:Experience in resolving disputes with vendors while maintaining contract performance and mediating conflicts amongst team members.

Cross-Project Prioritization: Experience in cross-project prioritization and problem-solving navigating demands on time and resources across a complex portfolio.



KNOWLEDGE:


  • Government/Medicaid Expertise: Comprehensive knowledge of State and Federal government functions procedures policies rules and laws specifically concerning Medicaid and healthcare delivery systems benefits resources and policy.
  • IT and Project Management: Expert knowledge of IT principles and best practices and the Project Management Body of Knowledge (PMBOK) combined with knowledge and skill in all aspects of system/software development integration and deployment.
  • Analytical Skills: Strong skills in research and analysis of complex problems identifying options providing solutions evaluating results and making decisions.
  • Communication and Collaboration: Exceptional public speaking oral and written communication skills to convey clear realistic goals and status to varied audiences and the ability to establish and maintain positive working relationships with individuals and groups.
  • Management Skills: Demonstrated skill and experience in overseeing the work of others providing guidance and mentorship and in contract management (overseeing vendors and ensuring contractual compliance per the SOW).
  • Adaptability: Ability to accept and be flexible with federal state and agency changes and the ability to balance multiple demands while remaining current in areas of responsibility.


MINIMUM QUALIFICATIONS:


Education:
Bachelors Degree (typically in Business/Project Management)

Experience:
2-4 years of progressive work experience (typically in project management) with acquired knowledge at the level of a Project Management Supervisor

OR

Education & ExperienceSubstitution:
5-7 years of progressive work experience (typically in project management) with acquired knowledge at the level of a Project Management Supervisor

  • Supervisory Responsibilities: This position has formal supervisory responsibility for three Medicaid Information Technology Project Managers (Position #s 00170). The Manager is responsible for hiring performance appraisals and disciplinary action.
  • Work Direction: The position also provides work direction (trains assigns reviews work) to an estimated 50 non-employees including technical and security architects staff augmentation personnel (PMs BAs Testers) and Vendor Project & Technical Team Members participating in WINGS module implementation and O&M activities.
  • Budgetary Responsibility: This position is responsible for setting and controlling a budget and staying within an assigned budget for a total amount between $ and $.
  • Total Authority Decisions: The manager has total authority over decisions regarding hiring and disciplinary actions of supervised staff drafting/implementing PMO procedures and policies directing/approving the work of contractors approving vendor/contractor invoices and payments and project allocations and prioritization across multiple projects.
  • Referred Decisions: Decisions referred to others (State Medicaid Agent etc.) for approval include unit-level decisions funding/budget increase legislative requests agency-level policies and the termination of direct reports.
