The Affordability division with the Ministry of Affordability and Utilities is responsible for leading and coordinating governments ongoing efforts to make everyday life more affordable for Albertans with particular focus on the provinces utilities sector and electricity system. The Office of the Utilities Consumer Advocate (UCA) represents the interests of Albertas residential farm and small business consumers of electricity and natural gas in Alberta by providing three key services: education providing consumers important information to understand their utility usage and charges and assist them in making smart decisions to meet their utility needs; advocacy ensuring consumers pay the lowest reasonable price for safe and reliable utilities; mediation assisting consumers resolve issues with their utility providers.

Reporting to the Manager Regulatory Operations the Senior Regulatory Analyst plays a critical role in advancing the UCAs mandate to represent the interests of residential farm and small business this role you will independently review complex regulatory applications before the Alberta Utilities Commission (AUC) to identify material issues affecting residential farm and small business consumers. You will plan and conduct economic and technical research on complex issues relevant to AUC regulatory proceedings; and assist in preparation the UCAs policy positions and technical evidence for utility applications. The Senior Regulatory Analyst works extensively with external consultants subject matter experts and legal counsel and frequently collaborates with other interveners in AUC utilities proceedings.

The Senior Regulatory Analyst will also focus on the following duties and responsibilities:

  • Represent residential small business and farm energy consumers in Alberta Utilities Commission (AUC) and related regulatory proceedings.
  • Review and analyze utility applications providing recommendations on UCA participation.
  • Collaborate with external experts and legal counsel to develop evidence arguments and settlements.
  • Build relationships with stakeholders across government utilities and consumer organizations.
  • Analyze data and develop financial models to evaluate utility performance and market innovation.
  • Contribute to strategic planning policy development and departmental initiatives.
