Position Profile


Are you a strategic thinker with a passion for making systems work better for everyone The Administrative Office of the Courts (AOC) is looking for a dynamic Business Analyst to help drive one of the most impactful initiatives in our state the Blake Refund Program.


This is more than a job. Its a chance to be part of a transformative effort supporting the State v. Blake refund project which helps ensure fairness and justice across Washingtons court system. Youll be at the center of it all working with a diverse team of professionals from court clerks and administrators to technical experts and judicial officers.


In this role youll dive deep into understanding how our statewide court systems operate uncover what they need to do better and help shape the tools that make justice more accessible. Youll gather and document business requirements analyze systems and support quality assurance efforts that directly impact how courts serve communities.

Status: Project Full-Time*

Location: Olympia Washington

Salary: Range 68: $84984 - $111504 per year (DOQ).

*Duration: This is a CLJ-CMS project position that is currently funded through June 30 2027. It is anticipated that further funding will be approved through December 31 2027.


WASHINGTON STATE RESIDENCY AND TELEWORK INFORMATION


AOC requires employees to reside in Washington State. Any exceptions must be approved. If you are invited to an interview and currently reside outside of Washington State seek more information about residency requirements from the AOC hiring manager for this recruitment.


This position requires you to be in the office at least two (2) days per week.

Duties and Responsibilities


Some of the duties you will perform are:

  • Plan schedule and lead the management of requirements for complex solutions.
  • Elicit business requirements from internal and external subject matter experts.
  • Serve as a liaison between stakeholders and technical personnel to ensure that business needs are clearly defined understood and translated into technical solutions.
  • Translate business requirements into user stories use cases and acceptance criteria.
  • Develop and maintain requirements documentation.
  • Develop and maintain requirements traceability matrices for requirement management and re-use.
  • Analyze requirements for completeness and testability.
  • Review test results to confirm that test acceptance criteria have been met.
  • Provide consultation to project stakeholders.
  • Conduct intensive in-depth systems analysis for new or enhancements for small to large and highly complex applications and systems.
  • Carries out analysis review and interpretation of existing case management system reports makes recommendations for enhancements of existing reports and creation of new reports to assist the courts.
  • Recommends enhancements to court business processes.
  • Performs research that includes source document and accounting report analyses business process review including steps to reproduce results in the process of identifying issues and initiating resolution.

Qualifications and Credentials


  • Eight (8) yearsof information technology experience which includes three (3) years of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders analyzing and evaluating business functions/processes for deficiencies and enhancements and recommending solutions to address business needs.

OR

  • Associate degree in computer science information systems or related technical/business discipline and six (6) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders analyzing and evaluating business functions/processes for deficiencies and enhancements and recommending solutions to address business needs.

OR

  • Bachelors degree in computer science information systems or related technical/business discipline and four (4) years of information technology experience including direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders analyzing and evaluating business functions/processes for deficiencies and enhancements and recommending solutions to address business needs.

OR

  • Masters degree in computer science information systems or related technical/business discipline with one (1) year of direct experience as a business analyst and/or court user subject matter expert performing business analysis functions such as conducting requirements gathering activities with stakeholders analyzing and evaluating business functions/processes for deficiencies and enhancements and recommending solutions to address business needs.


*Relative IT Experience includes systems and software requirements development and management software or systems development following the software development lifecycle and project management practices.


THE IDEAL APPLICANT WILL ALSO HAVE SOME OR ALL OF THE FOLLOWING EXPERIENCE EDUCATION KNOWLEDGE SKILLS AND ABILITIES


  • Judicial & Court Operations Expertise - Deep understanding of court structures case types jurisdictional nuances case flow calendaring clerk and administrator functions and courtroom procedures.
  • Data Analysis & Evidence Based Decision Making - Skilled in collecting interpreting and reporting court performance data; identifying trends root causes and using research and best practices to guide recommendations.
  • Process Improvement & Strategic Planning - Proficient in workflow mapping identifying inefficiencies recommending improvements and aligning operational changes with long-term justice system goals.
  • Project Management & Change Navigation - Experienced in planning and executing projects managing timelines and stakeholders and supporting courts through system transitions and policy shifts.
  • Communication & Facilitation - Strong ability to translate complex concepts into clear language lead consensus-building discussions adapt communication to diverse audiences and deliver impactful presentations.
  • Technology & Productivity Tools - Knowledge of case management systems (e.g. Odyssey JIS Tyler CMS) and advanced proficiency in Microsoft 365 (Teams Outlook Word PowerPoint OneNote).
  • Consistent demonstration of AOC Values - Integrity Teamwork Customer Service Honesty Communication Respect Accountability and Trust.
