The incumbent performs diverse task in the maintenance of comprehensive human resources functions which include but are not limited to Recruitment Screening Selection and Orientation; Performance Appraisal; Benefits Coordination and Pay; Time and Attendance; and Personnel Records Management for the Louisiana State Board of Nursing. The incumbent must have strong written and verbal communication skills and must adhere to the principles of confidentiality. The incumbent must exercise considerable independent judgment in administering the Human Resources (HR) program at the LSBN.
Human Resources Analyst A is an entry level position and differs from the Human Resources Analyst B by the experience level and amount of independence exercised in analyzing data and performing job duties.
Minimum Qualifications
Three years of human resources experience; OR
Six years of full-time experience in any field; OR
A bachelors degree.
EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.

Job Duties and Other Information
Job Duties:
Helps strengthen the LSBNs Office of Human Resources by serving as an HR team member and obtaining general knowledge in one or more HR area(s) such as employee relations staffing classification and/or compensation; obtains and maintains up-to-date general knowledge of all applicable SCS Rules handbooks job aids and resources forms memorandums and circulars that reside inside SCS chapters as well as independently outside of each chapter for an assigned area.
Processes the full range of personnel and payroll action forms in accordance with SCS Rules and LSBN policies; resolves problem personnel actions with Civil Service as directed; assures proper approvals and justifications are obtained; assures that timelines and procedures are followed.
Assists in the hiring process by preparing job postings reviewing applications for eligibility scheduling and/or performing interviews verifying education credentials and/or prior employment and securing reference checks; completes applicant flow reports as required; prepares internal memo documenting eligibility and offer letter as directed; ensure that pre-employment drug screening and background checks are completed timely.
Identifies and maintains the Comprehensive Training Program (CPTP) required by State Civil Service. Ensures that all employees who occupy and/or are appointed to specific supervisory or administrative level jobs are provided necessary information to complete the mandatory training through the CPTP.
- Conduct file audits to ensure the completeness of documentation and accuracy of employees electronic and paper files.
