About us
The Queensland Fire Department (QFD) provides fire prevention preparedness and response services to fire in the built and landscape environments as well as scientific and specialist capabilities to Queensland communities. The QFD provides a multi-hazard emergency response including road crash rescue bushfire hazardous material technical and vertical rescue severe weather incidents remote and swiftwater rescue and provides several functions supporting community safety outcomes.
The department encompasses Queensland Fire and Rescue (QFR) Rural Fire Service Queensland (RFSQ) as well as the broader department which work together to pre-empt prevent mitigate and manage the consequences of fires and other emergencies on Queensland communities and support our large volunteer membership across the state.

Purpose of the role
Procurement Services leads the QFD procurement functions and is responsible for the procurement governance sourcing support services and management of various asset and services procurement projects specialised equipment General Goods and Services (GGS) Fleet and Information and Communication Technologies (ICT) contacts standing officer arrangements and panel arrangements in compliance with Queensland Procurement Policy and Queensland Government Contracting Frameworks.
Reporting to the Director Procurement Services with an indirect reporting line to the Asset Services Directorate you will be responsible for delivering and providing advice on procurement and supplier contract management activities as a member of the Asset Management project team responsible for delivering maintenance and minor works programs for the QFD Building Portfolio. You will provide specialist and commercial advice and support procurement processes for the Building Condition Assessment and RFSQ Amenities projects and programs to ensure quality procurement services are delivered. You will work collaboratively with QFD staff volunteers and stakeholders to achieve fit-for-purpose and value for money outcomes through best practice procurement activities to meet organisational objectives.

Queensland Government Level 4 Purchasing Certification or equivalent.
Knowledge and understanding of category management in building construction and maintenance.
Knowledge understanding and experience of supply chain management contract law and contract management frameworks.
Knowledge and experience in Queensland Contracting Frameworks and supply chain contract management.
Knowledge and experience in project management methodologies.
Your key accountabilities
Your part in the ongoing success of our department in supporting frontline services will see you responsible for a variety of work including but not limited to:
Contribute to project deliverables and manage procurement processes for the delivery of maintenance and minor works programs for the QFD Land and Building Portfolio and ensure positive outcomes to meet client and stakeholder objectives.
Provide high-level advice on procurement and contract management matters to the project team to ensure project delivery timeframes are achieved.
Prepare and manage tenders undertaking purchasing activities for a variety of categories involving construction maintenance consulting and upgrade activities including evaluation and regulatory techniques to ensure a well-structured procurement process is maintained and cost-effective strategies are achieved.
Develop and communicate procurement strategies inclusive of strategic sourcing and contract management to the project team and broader QFD stakeholders to ensure effective decision-making and processes are adhered to.
Conduct regular procurement risk assessments and adjust mitigation strategies to ensure the project team remains agile and prepared for financial contract and/or supplier impacts including developing innovative solutions and opportunities for improvement in service delivery.
Prepare and review reports submissions briefs and other correspondence relating to procurement or contract matters and initiatives for the project in accordance with departmental requirements and governance.
Contribute as a member of the Asset Services Directorate project team delivering the maintenance and minor works program by establishing working relationships with key stakeholders including suppliers and contractors ensuring that risk probity and transparency requirements are addressed.
