Job Summary

The Manager of Operating Rules & Documentation oversees the management and execution of the departments operating rules and its physical and digital documentation. This role ensures ORCs digital and physical documentation is accurate up to date and accessible coordinates projects in partnership with the Operating Rules Compliance team and implements rule-related communications. The manager supports continuous improvement efforts and assists the Director by providing actionable recommendations for updates and enhancements.

Duties & Responsibilities

  • Provide guidance and mentorship to ORC staff and project teams fostering a culture of accountability collaboration and continuous improvement.
  • Ensure ORC initiatives support organizational strategy and safety priorities.
  • Assist in the restructuring of the operating rulebook and developing/implementing an operations bulletin structure.
  • Analyze rules in effect and provide recommendations to the Director of areas identified for clarification updates or streamlining
  • Maintain accurate tracking of rules bulletins and special instructions to ensure accessibility and compliance.
  • Review all rule-related documents for accuracy completeness and adherence to departmental standards.
  • Oversee the lifecycle of rules bulletins and special instructions to ensure consistency clarity and accessibility.
  • Support ORC projects working closely with the Manager of Administration & Business Processes to align strategic objectives with day-to-day execution.
  • Track project timelines deliverables and stakeholder engagement to ensure progress and follow-through.
  • Coordinate with other teams (IT safety training etc.) to facilitate smooth project execution.
  • Serve as ORC administrator for Comply365 operating rules and compliance-related libraries managing all digital documentation.
  • Work closely with the Director to perform additions revisions and cancellations of ORC documents ensuring accuracy version control and accessibility.
  • Maintain oversight-ready organized documentation and collaborate with IT or stakeholders to optimize Comply365 use.
  • Provide guidance to staff on accessing and using ORC documentation and Comply365 resources.
  • Manage ORC publications SOPs bulletins and other official documentation.
  • Ensure archival standards are met for both digital and physical records.
  • Implement and streamline rule-related communications including bulletins rule reminders and memos
  • Ensure all stakeholders receive timely clear and actionable communications regarding rule updates.
  • Analyze rule-related incidents operational data and staff feedback to identify trends and recommend improvements.
  • Develop metrics to evaluate the effectiveness of rules communications and documentation practices.
  • Work closely with the Director to recommend updates and enhancements that strengthen compliance and operational effectiveness.
  • Provide actionable recommendations to the Director for updates clarifications or process improvements.
  • Maintain reports and tracking on document updates communications and project deliverables to ensure deadlines and standards are met.
  • Ensure ORC practices and rule governance align with regulatory requirements and industry best practices (e.g. FTA DPU).
  • Identify opportunities to modernize ORC workflows processes communication strategies and digital tools to enhance accessibility efficiency and compliance.
  • Perform all other duties and projects that may be assigned.

Minimum Requirements & Qualifications

  • Bachelors degree from an accredited institution in transportation administration or another related field.
  • Five (5) Years of Experience in transit compliance rule administration or operations preferably in transit or safety-sensitive industries.
  • One (1) year supervisory/lead experience.
  • Strong knowledge of operating rules procedures and compliance practices within a transit operation.
  • Strong analytical organizational and project coordination skills.
  • Excellent written and verbal communication skills.
  • Familiarity with FTA/FTA DOT and Massachusetts regulations.

Substitutions Include

  • A high school diploma or GED with an additional five (5) years of directly related experience substitutes for the bachelors degree requirement.
  • An associates degree from an accredited institution with an additional three (3) years of directly related experience substitutes for the bachelors degree requirement.
  • A masters degree in a related subject substitutes for two (2) years of general experience.
  • A nationally recognized certification or statewide/professional certification in a related field substitutes for one year of experience.

Job Conditions:

  • Be at least eighteen (18) years of age except if participating in an approved high school internship / co-op program.
  • Ability to commute to assigned work locations in the Boston MA metro area as required by the role.

  • Ability to work all shifts and / or locations assigned directed or necessary for this position including (for some transit / operations roles) up to twenty-four (24) hours per day seven (7) days per week as necessary to accommodate severe weather conditions emergencies or any other circumstances that may potentially impact service or the safety of service.
  • Intern / co-op staff must be enrolled full or part-time in an accredited educational program and maintain a cumulative GPA of at least 2.5 for the entire duration of the internship / co-op. Additionally interns / co-ops must have valid work authorization and U.S. Social Security Numberprior to starting pre-employment screenings / pre-boarding working in their positions and throughout the duration of their program.
