The City of OxnardsPublic Works Department Environmental Resources Divisionis responsible for planning developing and managing comprehensive recycling and materials recovery and processing of municipal solid waste. This position oversees program operations contract management permitting and solid waste regulatory compliance budget development and public outreach initiatives to support waste diversion sustainability programs and environmental stewardship goals.

WHAT YOULL DO:

As the Materials & Recycling Manager youll be the driving force behind our recycling and materials recovery programs transforming discarded materials into valuable resources and helping our community move toward compliance with state mandates.
  • Directly supervise assigned staff including hiring training performance evaluation and employee development

  • Establish work priorities assign projects and ensure timely and effective completion of program objectives

  • Supervise and mentor staff while fostering a culture of innovation and environmental stewardship

  • Develop and administer program budgets; monitor expenditures and program performance

  • Plan implement and evaluate recycling composting and materials recovery programs

  • Manage contracts budgets regulatory compliance permitting street sweeping and performance metrics for hauling processing and recovery services

  • Analyze data to boost diversion rates and reduce landfill disposal

  • Collaborate with businesses schools and community partners to expand recycling opportunities

  • Develop engaging public education and outreach campaigns that make recycling

  • Stay ahead of industry trends regulations and emerging technologies


Payroll/Classification Title:Maintenance & Operations Superintendent

SUPERVISION EXERCISED/ SUPERVISION RECEIVED:Incumbents supervise professional paraprofessional and support staff including conducting performance evaluations coordinating training and implementing hiring and discipline and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline organizational policy or procedure or in consideration of risk management.


DISTINGUISHING CHARACTERISTICS:

This classification is distinguished from the Maintenance Crew Supervisor in that it oversees a major operational program or function and serves as a second level supervisor.

WORK SCHEDULE:The normal work week is Monday through Thursday 8:00am to 6:00pm and alternating Fridays 8:00 am to 5:00 addition this position may be required to be available to work additional hours in response to peaks in workloads night meetings special events and changes in department needs. The standard work environment varies depending on assignment but is typically either dependent on each position which is primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

Essential Functions

(This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.)

  • Supervises staff including conducting performance evaluations coordinating training and implementing hiring and discipline and termination procedures.

  • Plans coordinates and supervises assigned maintenance and operations programs and functions; monitors processes to ensure the achievement of work quality standards and adherence with operational and safety policies and procedures.

  • Reviews and evaluates programs processes and operating performance; recommends develops and implements program enhancements and procedures to maximize quality and effectiveness.

  • Investigates analyzes and resolves operational issues; responds to inquiries and complaints; interprets and explains policies and procedures; plans and implements adjustments improvements and solutions.

  • Monitors and administers maintenance and service contracts; evaluates proposals; assists in negotiating contracts and vendor/contractor selection; reviews scope of work for projects and monitors progress and quality as specified within contracts.

  • Provides support in preparing and monitoring assigned budget; manages expenditures and inventory in accordance with operating budget.

  • Performs other duties of a similar nature and level as assigned.

Minimum Qualifications

The following are minimum qualifications necessary for entry into the classification:

EDUCATION:

  • Associates degree in building construction maintenance trade field environmental studies or a field related to assignment
EXPERIENCE:
  • Five (5) years of maintenance and operation experience
  • Two (2) years of supervisory experience

LICENSE/CERTIFICATION:

  • Class C license may be required depending on position


OTHER REQUIREMENTS:

  • Must be able to effectively communicate in English both orally and in writing

  • Must be a current City of Oxnard employee

NOTE:For most positions the City of Oxnard relies on office automation (Microsoft Office/Google) and web-based enabled tools therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

Regular and reliable attendance effective communication skills and development of effective working relationships are requirements of all positions.

Employees are required to participate in the Citys direct deposit plan and are paid on a bi-weekly basis.

This position requires a 12 month probationary period.
