The Pima County Regional Flood Control Districts mission is to protect the health safety and welfare of Pima County residents by providing comprehensive flood protection programs and floodplain management services that emphasize fiscal responsibility protection of natural resources and providing a balanced multi-objective approach to managing regional watercourses floodplains and stormwater resources.

This Hydrologist role resides within the Floodplain Management Division of the Pima County Regional Flood Control District (District). In this role you will review and approve permit applications for development in flood prone areas of Pima County. Hydrologists will gain experience with project management applying floodplain regulations and analyzing plans and drainage reports for residential development projects. Other responsibilities include hydrologic and hydraulic modeling floodplain mapping assisting with initial drainage complaint investigations and assisting with site inspections. This position is part of a team of hydrologists with similar responsibilities under the direct supervision of a senior hydrologist.

Essential Functions:

  • Assists developers contractors and property owners in floodplain use permit application processes;

  • Identifies flood status of land parcels in response to requests from developers the public or other County and governmental agencies;

  • Investigates drainage complaints and submits reports of findings;

  • Reviews subdivision plats and rezoning applications for compliance with Floodplain Management ordinances and recommends approval/disapproval;

  • Assists technical staff with installation monitoring and maintenance of the ALERT rainfall and stream gage network;

  • Researches and gathers hydrologic and hydraulic data for hydrology studies;

  • Prepares watershed maps drawings and reports using manual and automated systems;

  • Performs computer-based hydrologic and hydraulic studies analyzes and interprets findings and prepares reports of results;

  • Inspects commercial sand and gravel operations for compliance with Floodplain Management ordinances and any restrictions on floodplain use permit and submits reports to management of findings and recommendations;

  • May act as lead Hydrologist for unique or complex projects.

Minimum Qualifications:

Bachelors degree from an accredited college or university with a major in hydrology hydrogeology geology earth science water resources atmospheric science environmental science agricultural engineering environmental engineering or civil engineering with a minor in hydrology/hydraulics hydrology watershed management or a closely related field as defined by the department head at the time of the recruitment.

OR:

Four years of professional experience in hydrology hydrogeology or watershed management.

  • Bilingual (English/Spanish).

  • Experience with/knowledge of Geographic Information Systems.

  • Experience with/knowledge of FEMA floodplain management regulations.

  • Experience with customer service in a regulatory program.

Selection Procedure:
Pima County Human Resources Department reserves the right to admit to the selection process only those candidates that meet the minimum qualifications. All applications will be assessed based on an evaluation of the listed education and experience. Candidates meeting the minimum qualifications may be further evaluated/scored against any advertised Preferred Qualifications. The hiring authority will interview and select the successful candidate from a referral list provided by Human Resources. Additional assessments/testing may be required as part of the selection process.

Licenses and Certificates:Valid driver license is required at time of application.ValidAZdriver license is required at time of appointment. The successful applicant will be subject to a 39-month DOT Motor Vehicle Record review to determine applicants suitability to operate county vehicles in accordance with Pima County administrative procedures. Failure to obtain and maintain the required licenses and certifications shall be grounds for termination. Any offer of employment resulting from this recruitment is contingent upon Fleet Services review and approval of the candidates driving record.

Special Notice Items: The County requires pre-employment background checks. Successful candidates will receive a post-offer pre-employment background screening to include verification of work history education and criminal conviction history. A prior criminal conviction will not automatically disqualify a candidate from employment with the positions within this classification that are not covered by the requirements of OSHAs Blood Borne Pathogen program may be offered at County expense the Hepatitis B series of vaccinations due to potential exposure to raw sewage and sharps (discarded needles/syringes).

Physical/Sensory Requirements: Physical and sensory abilities will be determined by position. Some positions may require working in the field in extremes of temperature sun wind rain and dusty conditions for protracted periods.
