Job Summary
The Technical Manager is responsible for overseeing the planning deployment validation and support of SSA application environments across development test training and production. This role ensures high availability stability and scalability of applications by coordinating across multiple IT organizations leading Agile/DevSecOps initiatives managing environmental demand and driving automation and standardization efforts.
The position requires strong technical judgment leadership and hands-on experience with Agile methodologies CI/CD pipelines environment management and application monitoring tools.
Key Responsibilities
Environment & Release Management
- Oversee deployment and validation of SSA application releases and system enhancements to production.
- Plan coordinate and manage environment setup and configuration to ensure timely delivery.
- Manage environment standups refactoring and reconfiguration through manual and automated processes (code database configuration security and platform updates).
- Coordinate software deployments with development teams DevOps engineers testers operations security teams business stakeholders vendors and consultants.
- Maintain high availability across development test training and production environments.
Troubleshooting & Incident Management - Lead and triage troubleshooting sessions involving subject matter experts across application middleware database network security and infrastructure teams.
- Oversee troubleshooting of environment issues in development and test environments.
- Drive root cause analysis (RCA) documentation and implement corrective and preventive actions.
- Train junior team members and continuously improve troubleshooting and support processes.
- Provide on-call support during workdays and nights/weekends as required.
Agile / DevSecOps Leadership - Lead IT sprints and projects focused on improving environment delivery through automation and standardization.
- Provide Scrum Master support for DevSecOps teams using Agile methodologies.
- Participate in backlog grooming user story development sprint planning retrospectives and prioritization.
- Ensure Agile practices align with SSA goals and Social Services Applications Agile guidelines.
- Identify manage and remove sprint impediments while fostering self-organizing teams.
Planning Governance & Roadmap - Maintain and manage the IT DevOps roadmap aligned with SSA goals and objectives.
- Attend IT Governance meetings and update the roadmap to reflect changing priorities.
- Seek senior management approval for roadmap changes and initiatives.
- Support environment demand planning and resource allocation.
Leadership & Team Management - Oversee staff assign work and manage team productivity.
- Promote team harmony resolve conflicts mentor staff and support professional development.
- Provide coaching on Agile practices and DevSecOps processes.
Reporting & Communication - Produce critical and complex reports for management including:
- Environment usage and assignment reports
- CI/CD pipeline status progress and effectiveness
- Risk issue and performance metrics
- Present advanced IT technology proposals and implementation strategies to senior leadership.
- Communicate effectively with technical and business stakeholders at all organizational levels.

- Knowledge of SDLC / PMLC methodologies
- Experience overseeing multi-functional project teams
Education & Experience - Bachelors degree in Computer Science Computer Information Systems Management Information Systems or related field (preferred).
Equivalent experience may substitute for education. - 5 years hands-on experience managing large-scale software development projects.
- 5 years hands-on experience with SCRUM/Agile methodologies in enterprise application environments.
Certifications (Preferred) - PMI Agile Certified Practitioner (ACP)
- PMI Project Management Professional (PMP)
