I. Government Affairs & Policy Leadership
The Government Affairs Leader is responsible for shaping the policy environment to support the companys business objectives and patient access goals.
Policy Shaping and Advocacy: Lead the development and execution of high-impact advocacy strategies to influence key health policies legislative changes and government decisions in Singapore and Malaysia.
Stakeholder Engagement: Proactively establish cultivate and maintain robust working relationships with government officials regulatory bodies key ministries (e.g. Ministry of Health Ministry of Finance) industry associations medical societies and other crucial opinion leaders and policymakers.
Risk Mitigation: Monitor and analyze the political legislative and regulatory landscape to identify potential threats and opportunities providing executive management with strategic counsel on mitigating risks and capitalizing on emerging trends.
Corporate Representation: Serve as the companys official representative in key external forums government working groups industry meetings and multi-stakeholder discussions to position the company as a key solution partner in the healthcare ecosystem.
II. Market Access & Reimbursement Strategy
Integrated Market Access Strategy: Create and execute comprehensive evidence-based market access strategies through the integration of pricing and reimbursement Health Technology Assessment (HTA) preparedness and evidence review.
Payer Value Proposition: Design develop and communicate compelling economic and clinical value propositions for therapeutic area drugs/medical devices to external multi-stakeholders ensuring the drugs/devices value is recognized and continuous market uptake is maximized.
Pricing & Negotiation: Lead all pricing strategy and negotiation efforts with government health funds payers and HTA bodies to achieve and maintain optimal reimbursement listings and favorable payment codes/mechanisms for new and existing technologies.
Dossier Management: Oversee and coordinate the timely preparation and submission of high-quality reimbursement dossiers and relevant market access documentation to local health authorities and payers.
Payer Engagement: Work directly with payers and reimbursement influencers to ensure that changing reimbursement systems remain fair and accessible and that coverage decisions reflect the clinical and economic value of the companys portfolio.
III. Cross-Functional Collaboration & Business Alignment
Commercial Partnership: Understand the business strategies of the Singapore & Malaysia Business Units and integrate GAMA plans to align with commercial goals and pipeline priorities.
Evidence Utilization: Collaborate closely with the Health Economics and Outcomes Research (HEOR) team to leverage high-quality evidence (e.g. cost-effectiveness studies budget impact models) to support reimbursement submissions and payer negotiations.
Internal Communication: Develop internal information and communication systems to monitor and respond to reimbursement and policy changes providing timely resources and assistance to Business Units for specific product access projects.
Global Alignment: Partner with international GAMA/HEOR experts to monitor global trends and identify resources or best practices applicable for local implementation.
Required Knowledge and Experience:
Minimum 7-10 years of progressive experience in Government Affairs Public Policy Market Access or Health Economics within the healthcare industry (Medical Device or Pharmaceutical highly preferred).
Direct experience and deep knowledge of the healthcare systems government structures policy-making processes and reimbursement landscapes in both Singapore and Malaysia.
Proven track record in developing and implementing strategic coverage and reimbursement plans for new product launches or services.
Demonstrated ability to effectively communicate educate and influence senior healthcare decision-makers (Government C-suite Payers Key Opinion Leaders).
Experience with Health Technology Assessment (HTA) submission processes and the use of economic modeling to support strategic discussions.
Health related education (Bachelors degree minimum) in Science Public Health Health Policy Healthcare Administration Health Economics Law or a related field. A Masters degree is preferred.
Exceptional oral and written communication skills with proven ability to develop high-impact presentations and policy arguments.
Effective negotiation and strong influencing skills with the demonstrated ability to develop and implement strategic relationships.
Strong analytical strategic and problem-solving skills capable of identifying market opportunities and threats and developing actionable strategies.
Excellent interpersonal skills and a proven ability to work constructively with cross-functional teams (Sales Marketing Medical Regulatory HEOR).
