Description:

We have received a request from one of our customerswhom we are supporting in their digital transformationto help them find Product Manager with SAP experience.


The Product Manager is responsible for supporting the delivery enhancement and continuous improvement of digital government services on the RAK Digital ecosystem with a strong emphasis on SAP platform capabilities.

The role requires practical understanding of SAP Public Sector systems SAP Workflow management SAP Service Catalogue and SAP integration frameworks to enable seamless digital service delivery across ministries and government entities.

The Product Manager will support the integration of services into SAP analyse existing processes and contribute to workflow automation and SAP-based service optimisation. The role focuses on improving system flows service performance and user journeys ensuring all SAP-enabled features deliver measurable impact and high-quality citizen and business experiences.

Working with cross-functional teamsincluding engineering SAP consultants UI/UX CX QA and ministry stakeholdersthe Product Manager ensures product requirements are clear achievable and aligned with the broader RAK Digital transformation roadmap.

KEY ACCOUNTABILITIES & RESPONSIBILITIES
- Product Strategy & Vision Frequency of Task
- Define and communicate product vision objectives and priorities aligned with government digital transformation goals.
- Contribute / influencing product roadmaps and decision-making. Ongoing
- Ensure product initiatives align with citizen business and organizational needs.
- Product Delivery & Execution Frequency of Task
- Support the integration of new government services into SAP platforms (SAP Public Sector SAP
Workflow SAP CRM SAP BTP).
- Define clear user stories business requirements and acceptance criteria for SAP configurations workflows and enhancements.
- Analyse existing manual services and identify opportunities for SAP-led automation and digitisation.
- Work with SAP consultants to translate requirements into functional specifications and test scenarios.
- Coordinate with cross-functional teams (engineering design QA business) to deliver end-to-end products.


KEY ACCOUNTABILITIES & RESPONSIBILITIES
- Conduct service journey mapping and process re-engineering for SAP-based services. Ongoing
- Recommend improvements to SAP workflows to enhance turnaround time compliance and user experience.
- Ensure that all workflow steps align with government rules policies and digital governance standards
- Manage backlog grooming and sprint planning to support agile delivery allowing for continuous testing learning and improvement
- Review and approve product documentation user stories solution documents and deliverables to ensure quality.
- Deliver and roll out new Product Operating model across all EGA Departments Ongoing
- Set up and automate Product Operations in JIRA and Confluence Ongoing
- Ensure Cost Efficiency - focusing on reducing operational costs through digital service adoption Ongoing
- Use data insights emerging technologies and citizen feedback to evolve services over time ensuring they remain efficient relevant and impactful

- Backlog & Feature and Budget Management Frequency of Task
- Review and prioritize the product backlog ensuring clear requirements and alignment with business objectives.
- Deliver Short-Term Wins with Long-Term Goals. Ensure backlog decisions support quick service improvements while progressing towards the broader digital transformation vision
- Prioritize Features Based on Citizen and Business Impact. Continuously refine and rank backlog items to ensure the most valuable high-impact features are delivered first.
- Manage product budgets for new features enhancements and releases Quarterly
- Reporting & Stakeholder Management Frequency of Task
- Maintain Transparency Across Stakeholders Provide ministries agencies and leadership with a clear view of backlog priorities delivery timelines and trade-offs Product success KPI matrix.
- Track Citizen-Centric Outcomes. Report not only on delivery outputs (e.g. features released) but also on outcomes such as adoption rates satisfaction and service efficiency.
- Enable Data-Driven Decisions Deliver G4 and SAP data dashboards to highlight trends risks and opportunities guiding strategic and operational decisions.
- Provide Transparent Performance Reporting. Deliver clear timely and accurate reports on product progress KPIs and milestones to leadership and stakeholders.

- Lead mentor Mid senior product managers enhancing overall team performance and skills. coordinate cross-functional teams (engineering design QA business) to deliver end-to-end products.

Competence requirements:

Educational Qualification
- Bachelors degree in a relevant field.

Experience
- 7 years of of product management experience with proven success in delivering complex digital products.
- Strong in agile delivery backlog management and cross-functional leadership.
- Strong expertise in Customer Experience and Marketing

Certifications .
- Certifications in Agile Scrum Master Product
- Manager Analytics are a plus

Additional qualification:

- English Language (written and spoken) Essential Arabic a plus
