We are looking for skilled Talent Acquisition Specialist to join our HR team in the Executive Directors office in the People Operations Division.

Description of Job

HCPF welcomes your interest in the Talent Acquisition Specialist position.

Responsibilities in this position include:

  • Input into overall hiring strategy of the organization to ensure our teams consist of a diverse set of qualified individuals
  • Ensure the staffing needs of the Department are being met with a long-term talent strategy in mind
  • Create and implement end-to-end candidate hiring processes to ensure a positive experience
  • Partner with hiring managers to ensure clear candidate/interviewer expectations
  • Coordinate with hiring managers to identify staffing needs in different areas and departments
  • Determine selection criteria for candidates by liaising with managers and other members of staff
  • Source applicants through online channels such as LinkedIn and other professional networks
  • Identify and refine down the most suitable talent from available candidates
  • Plan selection procedures including screening calls assessments and interviews
  • Assess candidates information including resumes . portfolios and references
  • Organize and attend job fairs and recruitment events to build a strong candidate pipeline
  • Keep records of all materials used for recruitment including interview notes and related paperwork to share with key stakeholders
  • Participate in cross-department training and support

Minimum Qualifications Substitutions Conditions of Employment & Appeal Rights

Minimum Qualifications:

There are two ways to qualify for this position:

Option 1:
Experience Only:

Six (6) years of experience managing full-cycle recruitments or other closely related Human Resources experience.

Option 2:
Education and Experience:

A bachelors degree from an accredited institution in a related field and two (2) years of experience managing full-cycle recruitments or other closely related Human Resources experience.

Appropriate education will substitute for the required experience on a year-for-year basis. Relevant education will be calculated as the following:

  • An associate will count as two years of experience
  • A bachelors will count as four years of experience
  • A masters degree will count for six years of experience
  • A doctorate or juris doctorate degree will count for seven years of experience
    • Note: Per the Job Application Fairness Act you may redact information that identifies your age date of birth or dates of attendance at or graduation from an educational institution on your transcripts.

Preferred Qualifications:
  • Relevant State of Colorado HR experience
  • Experience with full-cycle recruiting using various interview techniques and evaluation methods
  • Prior experience working with State of Colorado Personnel Board Rule
  • Public sector HR experience
  • State of Colorado HR SPCP certificates in Selection and Job Evaluation
  • Prior experience with Family Medical Leave Act and/or Colorado FAMLI application

CONDITIONS OF EMPLOYMENT
  • All positions at HCPF are security-sensitive positions and require that the individuals undergo a criminal record background check as a condition of employment.
  • Employees who have been disciplinarily terminated resigned in lieu of disciplinary termination or negotiated their termination from the State of Colorado must disclose this information on the application.
  • Certification in Selection and Job Evaluation through the State of Colorado within the first 6 months of employment.

Review of the completed signed and submitted appeal will be timely on the basis of written material submitted by you using the official appeal form signed by you or your representative. This form must be completed and delivered to the State Personnel Board by email atwithin ten (10) calendar days from your receipt of notice or acknowledgment of the Departments action.

Comparative Analysis Process

The comparative analysis process will consist primarily of a review of applications against the minimum and preferred qualifications of this position. Applications will be reviewed in comparison to all others in the applicant pool in order to identify a top group of candidates who may be invited for a final interview. Depending on the size of the applicant pool additional selection processes may be utilized to identify a top group of candidates. Applicants will be notified of their status via email.
