NYC Parks manages more than 30000 acres or 14% of the citys land encompassing more than 5000 individual properties. Our diverse set of assets includes recreational facilities nature centers historic buildings and structures golf courses athletic fields playgrounds tennis courts public pools public restrooms retaining walls and nearly 14 miles of beaches. The Capital Division at NYC Parks is responsible for managing the design construction and administration of capital projects to expand improve and revitalize these public spaces.

Major Responsibilities
-Under general direction of the Construction Director perform highly responsible construction management work and supervise a group of Construction Resident Engineers Senior Resident Engineers and Lead Resident Engineers who are responsible for supervising construction capital projects and maintain them on time and within budget. Responsibilities include but are not limited to administrative oversight of staff hiring training and health and safety. The scope of contract work within the Building Construction Unit (BCU) includes but is not limited to public rest room buildings landmark structures recreation centers nature centers retaining walls sea walls HVAC systems Fire Alarm systems utilities elevators green roof/ solar panel infrastructures and other work requiring NYC DOB approval and sign off.
-Plan assign and review the work of Construction Resident Engineers Senior Resident Engineers and Lead Resident Engineers
-Plan supervise and review the work of Construction Supervision Consultants.
-Plan assign and coordinate the work of the Special Inspection Consultants.
-Process Construction Supervision Consultants and Special Inspection Consultants payment and supplemental work orders.
-Verify all DOB requirements are met prior to start of construction and monitor compliance of DOB requirements via DOB BIS/DOBNOW during construction
-Meet with design team to recommend and help expedite solutions with issues requiring a change to the contract
-Ensure staff enters project information into Unifier in a timely manner
-Direct contractors on compliance with plans and specifications and approve changes in the field.
-Responsible for State Pollution Discharge Elimination System site inspections.
-Represent Parks Capital Construction Division and serve as a liaison at stakeholder meetings amongst various divisions within this Agency including Public Programs Maintenance and Operations Citywide Services and Concessions together with other agencies utility companies contractors consultants community boards the public and vendors
-Assist in the monitoring of various contract administrative requirements including Minority and Women-Owned Business Enterprise (M/WBE) goals and Project Labor Agreements and labor law with focus on construction trade classification.
-View and comment on contract plan and specifications.
-Review project drawings during design phase (75% - 90% complete) for constructability.
-Develop creative solutions to solve problems while working in a variety of conditions and situations.
-Instruct new Resident Engineers on Parks protocols standards and requirements including all topics established at Resident Engineer Trainings.
-May represent the Director of Construction and perform all associate tasks including supervision of the entire team of Construction Resident Engineers Senior Resident Engineers and Lead Resident Engineers as needed.

*This vacancy is only open to 1) current permanent Parks employees serving in the Construction Project Manager civil service title or 2) on leave from the title or 3) permanent Parks employees in or on leave from a comparable title.

Note: For Assignment to Level III in addition to meeting the Qualification Requirements for Construction Project Manager candidates must have two additional years of satisfactory full-time experience working as a Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in the Qualification Requirements for Construction Project Manager.

**Appointees to this position will receive a $2122 Assignment Differential in addition to their base salary. Only employees in the Construction Project Manager and Associate Project Manager titles are eligible for the $2122 differential.

CONSTRUCTION PROJECT MANAGER - 34202


Qualifications :

1. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and five years of full-time satisfactory experience managing and/or inspecting one or more construction projects which must have a total cost of at least $300000 for each of the five years of the required experience; or
2. One year of the experience as described in 1 above and a baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U. S. Secretary of Education and by the Council for Higher Education Accreditation (CHEA) in engineering engineering technology architecture architectural technology landscape architecture construction construction technology or construction management; or
3. One year of the experience as described in 1 above and a valid license as a professional engineer registered architect or registered landscape architect issued by a board of examining engineers architects or landscape architects duly established and qualified pursuant to the laws of any state or territory of the United States; or
4. A four-year high school diploma or its educational equivalent approved by a States Department of Education or a recognized accrediting organization and a combination of at least two years of experience as described in 1 above and the education as described in 2 above to equal a total of five years of education and experience. Matriculation in an undergraduate college degree program as described in 2 above may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years of experience.

Note: Candidates must specify for each construction project they worked on: a description of the construction project the time period they worked on the construction project and the type of work they performed. Candidates must also specify the money allotted for the project.

Driver License Requirement: At the time of appointment to this position you must have a motor vehicle driver license valid in the State of New York. If you have moving violations license suspension or an accident record you may be disqualified. This license must be maintained for the duration of your employment.

5. For Assignment to Level II In addition to meeting the Qualification Requirements above candidates must have one additional year of satisfactory full-time experience working in Assignment Level I; or one additional year of satisfactory full-time experience as described in 1 above.
6. For Assignment to Level III in addition to meeting the Qualification Requirements for Construction Project Manager candidates must have two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II; or two additional years of satisfactory full-time experience as described in question 1 above and possess a motor vehicle driver license valid in the State of New York which must be maintained for the duration of employment noting that if you have moving violations license suspension or an accident record you may be disqualified.
