GENERAL STATEMENT OF THE FUNCTION

The WIOA Technical Specialist provides technical and administrative support to Workforce Development staff in the implementation of WIOA programs. This position assists with intake documentation eligibility verification case management data entry and report preparation. The Specialist ensures that all participant files meet local state and federal compliance requirements and supports efficient case processing and service delivery.

Proficiency with Microsoft Office Suite and case management databases.
Strong attention to detail and organizational skills.
Ability to interpret and apply complex program regulations and documentation requirements.
EDUCATION AND/OR EXPERIENCE
Associates degree or equivalent work experience in business office administration information systems or a related field.
Two (2) years of experience in administrative or technical support roles preferably in workforce development education or human services.
ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Maintain knowledge of diversity-related issues legislation and best practices.
Eligibility and Documentation Support
Review participant applications and documentation for completeness accuracy and compliance with WIOA regulations.
Verify eligibility information for Adult Dislocated Worker and Youth programs ensuring timely and accurate processing.
Maintain secure digital and physical case files ensuring all required documents are properly labeled uploaded and stored.
Assist in collecting and verifying income residency selective service and other eligibility verification documents.
Case Management System Data Entry
Enter participant data activities and case notes into the state-approved management system MS Works and Eligible Training Provider List (ETPL).
Update participant status service outcomes and follow-up information in real time to ensure data integrity.
Monitor data for inconsistencies or missing information and communicate corrections to assigned program staff.
Compliance and Reporting
Prepare files for internal and external monitoring or audits ensuring all required documentation is in place.
Conduct periodic reviews of participant files to maintain compliance with federal state and local requirements.
Assist in generating reports related to enrollment training performance outcomes and other WIOA metrics.
Support the compilation of data for quarterly and annual performance reporting.
Administrative and Technical Assistance
Provide administrative support to Career Coaches Center Managers and Program staff.
Manage electronic and paper filing systems for participant and program records.
Assist with preparing correspondence forms and participant communications.
Track training enrollments supportive service requests and ensure timely payment and documentation.
Customer Service and Communication
Respond to inquiries from participants employers and partner agencies regarding documentation and case processing.
Maintain a professional and confidential environment for participants and staff.
Coordinate with training providers employers and partner organizations to obtain or verify documentation as needed.
Continuous Improvement and Professional Development
Participate in staff meetings training sessions and compliance workshops to maintain current knowledge of WIOA policies and procedures.
Recommend process improvements to enhance workflow efficiency and data accuracy.
Maintain knowledge of current regulations policies and best practices in workforce development.
