King CountyMetro Transits Rail Division is seeking a detail-oriented and highly organized Project Program Manager I (PPM I) to join our Internal Communications & Engagement Team. This role is ideal for an entry level communications professional with a passion for equity inclusion and employee engagement. The successful candidate will support internal messaging efforts manage digital communications infrastructure and help coordinate employee engagement events across multiple operational sites.

As a PPM I with the Directors Office this role will develop and deliver clear engaging internal communications using plain language. Under the supervision and guidance of the Communications PPM IV they will maintain gather data for budget proposals and maintain digital message boards across multiple facilities using the YoDeck platform. They will coordinate installation maintenance and expansion of digital messaging screens including vendor coordination.

This will be the primary technical support person for hybrid and in-person employee meetings including A/V setup across multiple locations. This person will collaborate with members of the Internal Communications team other Rail Directors Office project teams and Rails extended management team to ensure consistent messaging and alignment. They will provide some support for SharePoint site setup and navigation for internal content sharing and assist with digital media platforms. Most importantly this person will engage with the diverse workforce in the Rail division and contribute to a culture of belonging equity and inclusion.

This recruitment process will be used to fill one (1) Special Duty Assignment (SDA) position. Opportunities for training and development in project management will be available to the selected candidate. This SDA is expected to last12 monthsin duration with the possibility of extension.

Who May Apply
This position is open to current Career Service King County employees who have successfully passed their probation and meet the requirements for the position.

Work Schedule
This position is non-exempt from the provisions of the Fair Labor Standards Act and is therefore eligible for overtime pay. Work schedule is typically Monday through Friday 8:00 a.m. - 5:00 p.m.; howeverwork outside of normal business hours will occasionally be required including evenings weekends and holidays as needed.

Work Location
Primary location is at the Operations and Maintenance Facility - Central (OMFC) at 3407 Airport Way S Seattle WA. Some work at other Rail Division worksites may be required at times including out of:
  • Operations and Maintenance Facility - East (OMFE) atth Ave NE Bellevue WA
  • South Lake Union Streetcar Operations and Maintenance Facility located at 318 Fairview Ave N Seattle WA
  • First Hill Streetcar Operations and Maintenance Facility located at 848 7th Ave. S Seattle WA.



Job Duties

As a ProjectProgram Manager I within the Rail Divisions Directors Office teamyou will support the Directors Office in advancing the Rail Divisions strategic priorities of fostering a culture of care effectively expanding operations ensuring a safe and effective operating environment and strengthening partnerships by:

  • Focusing on internal communication methods and technical assistance.
  • Collaborating with partners from King County Metro which may include project managers or communications specialists from different sections or work groups.
  • Collaborating with the Directors Office team including Data Analysts Project/Program Managers and Employee engagement staff.
  • Supporting projects that impact operations and efficiencies across the Rail Division.
  • Serving as a representative of the Directors Office during events activities and during daily operations including gathering and responding to employee feedback.


Experience Qualifications Knowledge Skills

We are looking for candidates who possess these minimum qualifications:

  • Familiarity with Microsoft Office including SharePoint Excel Word and Teams.

  • Skilled in troubleshooting technical hardware and A/V setups.

  • Enthusiasm for supporting employees within King County Metro and specifically the Rail Division.

  • Experience with or willingness to learn project management tools and strategies.

  • Experience or willingness to learn approaches to planning events. This includes drafting budgets developing written documents to track priorities and action items and facilitating events.

  • Comfortability leading discussions with employees from across the Division.

  • Flexibility to shift priorities as needed.

  • Willingness to work in a collaborative team environment.

  • Experience in both written and oral communication.

  • Possesses problem-solving skills and is open to trying new approaches to solve problems.

  • Willingness to perform other duties as assigned.

The most competitive candidates will also possess these desirable qualifications:
  • Beginner or intermediate experience with Canva or Adobe Creative Suite.

  • Strong written and verbal communication skills with the ability to translate complex information into plain talk.

  • Highly organized with the ability to manage multiple priorities and deadlines.

  • Demonstrated experience in internal communications or employee engagement.

  • Possesses problem-solving skills and is open to trying new approaches to solve problems.

  • Comfortable working independently and collaboratively in a fast-paced environment.

  • Passionate about equity social justice and inclusive communication practices.

Telecommuting Requirement
The work associated with this position will be performed predominantly in a hybrid work environment working at multiple Rail office locations and at home. Members of the Rail Divisions Directors Office team are expected to work a majority of time on site (at least 3 days per week in the office and up to 2 days telecommuting). Employees will have access to shared workspaces at various facilities managed by either King County Sound Transit or City of Seattle. Employees must reside in Washington state and within a reasonable distance to their primary worksite to respond to workplace reporting requirements.

Employees may be provided with a Sound Transit-issued laptop and must maintain a remote workspace with an internet connection (access may be supplemented in some situations) where they can reliably perform work and remain available and responsive during scheduled work hours.

King County has a robust collection of tools and resources to support working remotely. The individual selected for this opportunity will be joining an innovative and progressive team that is redefining how we work as we transition to the departments hybrid environment.
