Job Description
The Project Manager will lead IT projects within the Performance Management & Analytics System (PMAS) team under the Office of Chief Data Architect. The role focuses on data integration cloud analytics and compliance with Texas Data Management Framework. Responsibilities include planning budgeting overseeing and documenting all aspects of assigned projects.
Key Duties
- Develop and publish project management deliverables per DIR Project Delivery Framework.
- Collaborate with IT and business stakeholders to ensure compliance with state and federal standards.
- Create RFPs for vendor services and manage procurement processes.
- Secure federal matching funds through IAPD development.
- Oversee resource allocation timelines and risk management.
- Manage day-to-day operations Agile sprints scrums and Kanban boards.
- Maintain communication with leadership and stakeholders.
- Track budgets and actual costs in project tracking tools.
- Establish strategic roadmaps and coordinate multi-agency initiatives.
Minimum Requirements
- 8 years IT project management experience.
- 8 years in IT industry with at least 5 years in:
- Data management solutions (data warehouses data lakes)
- Data analytics/business intelligence
- Web-based (J2EE) development or SOA-related projects
- Strong verbal and written communication skills.
- Experience creating clear project documentation.
- Team leadership and mentoring experience.
- Full lifecycle experience with PMLC and SDLC.
- Budget tracking and cost entry in project tools.
- Agile methodologies: sprint planning backlog grooming daily scrums retrospectives Kanban.
- Active PMP Certification.
Preferred Qualifications
- Healthcare/public health industry experience.
- Multi-agency or multi-IT department project management.
- Prior work within Health and Human Services.
- Experience managing TSS Sprint Teams for the State of Texas.
- Ability to manage resources in a matrixed environment.
- Full lifecycle involvement from analysis to deployment.
- Building and motivating IT project teams.
- Experience with access & eligibility programs.
