This recruitment isopento the public and is being held to establish anOpen eligible list to fill current and future Senior Safety Specialist vacancies. The eligible list established from this recruitment may also be used to fill positions in similar and/or lower classifications throughout the County of Orange.

OC WASTE & RECYCLING

OC Waste & Recycling (OCWR) serves the Countys solid waste disposal needs through resource recovery operating public landfills protecting the local environment investing in renewable energy enterprises and promoting recycling to ensure a safe and healthy community for current and future generations. The department manages one of the nations premier solid waste disposal systems and three composting greenery sites all serving residents and businesses in the Countys 34 cities and its unincorporated areas. OCWRs three active landfills reflect environmental engineering at its addition OCWR operates four household hazardous waste collection centers three compost facilities a material recovery facility for metals mattresses and green waste monitors twenty closed landfills and oversees municipal solid waste collection recycling and planning for County unincorporated areas of the county.


THE OPPORTUNITY

OCWR is seeking a Senior Safety Specialist to promote an employee-driven safety culture. This role collaborates with site-designated safety representatives to develop and deliver training on a variety of safety topics including Cal/OSHA regulatory programs heavy equipment operation accident investigation high hazard procedures contractor safety and emergency management.

This position is based at the Prima Deshecha Landfill (San Juan Capistrano) during regular operational hours and mayinvolve exposure to inclement weather loud noise hazardous chemicals and heavy equipment. Additionally the role may require reporting to County Facilities outside the assigned region during nights or weekends in response to incidents or declared disasters and may be required to represent the department at the Orange County Operational Area Emergency Operations Center (EOC) on an on-call basis.

Job duties include but not limited to the following:
  • Act as the primary liaison and subject matter expert to proactively manage and implement Agency safety initiatives
  • Maintain compliance with Federal State county and local safety standards (e.g. Occupational Safety and Health Administration CAL/OSHA National Fire Protection Association NFPA American National Standards Institute ANSI National Institute for Occupational Safety and Health NIOSH California Department of Industrial Relations Division of Occupational Safety and Health Cal/OSHA and the Department of Transportation DOT).
  • Lead and coordinate the roll-out and implementation of assigned projects including new safety programs and systems enterprise databases contractor safety programs training development and Industrial Hygiene programs.
  • Conduct complex safety assessments.
  • Review develop and update agency safety plans programs and safety policies and procedures.
  • Analyze data to evaluate workplace safety programs track trends perform root-cause analysis and identify opportunities for improvement.
  • Collaborate to assess organizational needs identify training gaps in safety courses design relevant content and develop measurable training strategies and delivery methods based on current learning theories.
  • Support and assist in leading safety program audit teams.
  • Design conduct and evaluate CAL/OSHA Title 8 safety programs.
  • Ability to work in a construction safety culture environment.
  • Other duties as assigned.
DESIRABLE QUALIFICATIONS&CORECOMPETENCIES
The ideal candidate will demonstrate three (3) to five (5) years in implementing and managing safety and training programs.

The possession of a Certified Industrial Hygienist (CIH) Associate Safety Professional (ASP) General and Construction Industry (Completion of CAL/OSHA Courses 5119 & 5109) Certified Safety Professionals (CSP) certification(s) is preferred but not required.

The ideal candidates work experience will also demonstrate strong knowledge and expertise as outlined below:

Technical Knowledge& Expertise
  • Safety principles in one or more high hazard industry subjects (such as lock-out/tag-out confined space entry machine guarding and other high hazard industry subjects).
  • Construction techniques heavy equipment operation and powered industrial truck safety practices and regulations.
  • Implementation of hierarchy of control principles.
  • Assessment and implementation of Materials Recovery Facility (MERF) Safety programs.
  • Knowledge of California safety and health laws regulations standards and codes as they apply to operations.
  • Accident investigation and recordkeeping techniques.
  • Usage of instructional program design adult learning principles and techniques to create training materials learning aids and safety standards.
  • Experience utilizing technology and training aids including Microsoft Office software (MS Word PowerPoint) to create graphics present ideas and communicate data recommendations and procedures.
  • Experience working in facilities participating in Cal/OSHA Partnership Programs (Golden Gate SHARP Cal/VPP) or with third party safety credentials or accreditation is highly preferred.

  • Analyzing data and/or situations drawing logical conclusions recommending and implementing effective courses of action.
  • Performing quantitative and qualitative analysis including financial analysis as it relates to injury and illness costs.
  • Interpreting and applying more complex safety regulations standards and requirements.

License Required
Possession of or the ability to obtain and maintain a valid California Driver License Class C or higher by the date of appointment is required.
