ESSENTIAL DUTIES:
The essential duties and responsibilities of the position include but are not limited to:
- Manages organizes plans and directs the work of subordinate staff
- Interprets coordinates and enforces application of Civil Service Commission rules and employment laws
- Manages plans and implements recruitment and selection programs
- Conducts classification studies; advises management on the merits of requests for reclassification.
- Manages and approves the preparation and maintenance of personnel records
- Conducts investigations and writes reports on disciplinary charges against employees
- Coordinates labor relations including grievance management & escalated labor disputes
- Conducts training needs assessments recommends training coordinates and develops training
- Manages payroll and personnel functions
- Serves as the Departments Racial Equity leader.
- Performs related duties and responsibilities as required.
Qualifications :
MINIMUM QUALIFICATIONS:
These minimum qualifications establish the education training experience special skills and/or license(s) which are required for employment in the classification.
Education: Bachelors Degree from an accredited university or college.
Experience: Five (5) years of verifiable professional human resources experience performing duties in one or more human resources functional areas such as recruitment and selection labor relations employee discipline personnel and/or payroll records human resources policies & procedures interpretation & administration EEO or ADA investigations or compliance or classification or compensations studies. Qualifying experience must include three (3) years verifiable experience supervising professional staff engaged in one or more of these same functional areas.
Substitution: Masters degree or graduate degree with major coursework in HR business or public administration industrial psychology or a related field may substitute for one year of experience.
