JOB TITLE: Supervisor of Human Resources
REPORTS TO: Director of Human Resources
LOCATION: Worcester Public Schools Worcester Massachusetts
POSITION PURPOSE:To provide strategic leadership in Human Resources by developing implementing and managing long-range recruitment and retention plans. This role is crucial for building a diverse and highly qualified staff pipeline that supports the Worcester Public Schools vision and strategic direction specifically focusing on talent acquisition staff retention and new employee orientation.

MINIMUM QUALIFICATIONS:- Masters Degree in Education Human Resources or a related field.
- Three (3) years experience planning and implementing high quality programming and professional development for adult learners.
- Experience with the Massachusetts Department of Elementary and Secondary Education educator licensure process.
- Demonstrated ability to use multiple formats of communication to express complex ideas and data clearly and meaningfully to a variety of audiences.
- Demonstrated ability to build and develop well-designed solutions and systems for long-term impact and continuous improvement.
PREFERRED QUALIFICATIONS:- Five (5) or more years of successful experience in a school public sector or non-profit setting.
- Massachusetts Department of Elementary and Secondary Education licensure as an educator or administrator.
- Three (3) or more years of experience leading teams through collaborative work that meets specified goals and timelines.
- Experience interpreting applying and engaging with collective bargaining agreements and units.
- Experience with public relations and media engagement.
- Knowledge of federal and state employment regulations including Title IX Equal Employment Opportunity Commission (EEOC) and Massachusetts Commission Against Discrimination (MCAD).
- Fluency in one or more of the Worcester Public Schools high-frequency languages: (Spanish Vietnamese Portuguese Albanian Arabic Nepali and Twi).
ESSENTIAL DUTIES AND RESPONSIBILITIES:1. Strategic Recruitment and Talent Acquisition
- Collaboratively develop and implement a comprehensive annual recruitment strategy to build a high-quality pipeline of prospective teachers and administrators from the Worcester community and beyond.
- Analyze and report on the effectiveness of all recruitment activities marketing and communication efforts to inform strategic planning.
- Build and maintain deep relationships with key internal and external partner departments and organizations including other WPS departments universities and community groups to reach target applicants and cultivate development strategies.
- Develop and coordinate all recruitment outreach efforts using current and innovative practices.
- Create support and maintain a high need list of hard-to-fill positions and prioritize interviews for qualified candidates in these areas.
- Review resumes and credentials interview and assess candidates in partnership with hiring managers to ensure appropriate skills experience and knowledge.
- Manage and coordinate all aspects of the practicum internship and volunteer processes.
2. Retention Development and Administration
- Create and implement advancement pathways for internal staff development.
- Oversee the management of the organizations mentorship program and ensure timely and accurate data reporting to the Department of Elementary and Secondary Education (DESE).
- Lead the planning and logistics for annual new staff orientation events.
- Develop and implement proactive and creative recruitment strategies/tools to source assess and pre-qualify highly preferred job candidates working closely with hiring managers.
- Write edit develop and produce compelling print and digital publications for recruitment and retention efforts that enhance the WPS brand.
3. Compliance and Equity
- Ensure the implementation of best practices for equitable and diversity-focused recruitment and candidate sourcing.
- Maintain responsibility for providing equal educational and employment opportunities to all individuals regardless of protected class.
- Maintain accurate and well-organized documentation in the organizations database on all candidates searches hiring manager interactions and other recruiting activities to ensure a safe and thorough audit trail.
- Perform other duties as assigned.
WORK YEAR and WORK DAY:This is a full-year exempt position subject to the non represented employee benefits package. The typical workday is 8:30 a.m. 4:30 p.m. with additional hours required to fulfill position responsibilities.
