Job Summary

The Lubrizol Corporations Public Affairs & Sustainability team works with external stakeholders trade associations business partners regulators and internal teams to advance public policy issues around the world. The team advances regulatory environment and builds strategic public private partnerships in support of Lubrizols business priorities.

The team is seeking a Head of Government Affairs in China to spearhead government relations and related responsibilities to maintain Lubrizols position as a valued technology partner with manufacturing and technical expertise globally. As Head of Government Affairs the candidate will be responsible for the strategic relationship with government authorities policymakers industry/trade associations and academic institutions relevant to Lubrizols business across China.

The candidate will engage with key stakeholders to communicate Lubrizols commitment in the country enhance thought leadership and advance partnerships. The key focus of the role will also involve monitoring the trade and regulatory environment in China and advancing engagements to support effective manufacturing operations product distribution and strengthen Lubrizols growth within regulated sectors in China.

This role will be based in Beijing or Shanghai and will report to the Senior Director Public Affairs & Sustainability (APAC

Position Roles and Responsibilities

  • Establish and manage engagement and strategic relationships with key Chinese government authorities (central and provincial) affiliated institutions associations/alliances think-tanks academic institutions and relevant stakeholders in support of Lubrizols operations and business interests.
  • Develop and execute engagement strategy and partnership programs with targeted stakeholders to protect grow and transform Lubrizols objectives in alignment with industry developments and government agenda in China market.
  • Monitor anticipate and analyze key policy and regulatory developments that may impact business and commercial partnerships.
  • Engage with authorities over the potential impact of proposed policies and regulations to business interests its commercial partners and the broader ecosystem.
  • Work with internal colleagues to expand communications with stakeholders to showcase the public value propositions strengthening Lubrizols thought and policy leadership within the specialty chemicals industry and related markets (including transportation and industrial additives durable polymer technology medical device pharma personal and home care).
  • Advise the China leadership team and other corporate leaders on policy-related risks and opportunities and recommend options and solutions on both business and policy issues.
  • Establish strong communication channels with internal colleagues in China and the US to keep them informed of key developments and trends. Ensure continual alignment and effective partnership in executing business and engagement plans and strategies

Minimum requirements:

  • Degree in business administration public administration trade and economics or communications
  • 5 years of relevant experience
  • Experience in technology specialty chemical or manufacturing industry preferred
  • Deep knowledge of Chinese government institutions policy-making process
  • Business and political acumen for developing and implementing government relations strategy and programs on complex matters.
  • Effective advocacy communication/persuasive and consensus-building skills
  • Fluency in Chinese and English with ability to bridge cultural differences and succeed in a cross-cultural environment.
  • Ability to work effectively in a fast-paced and rapidly changing environment.
  • Strategic thinking ability to take initiative and drive for results.
  • Ability to travel domestically and occasionally internationally as required.
