Position Summary
The Hospital Administrator is responsible for overseeing the overall administration operations and support services of the Eye Center of Excellence. Working closely with the Medical Director and senior leadership team the Administrator ensures that the hospital runs efficiently meets regulatory and quality standards and provides an enabling environment for delivering world-class ophthalmic care training and research.
Key Responsibilities
Leadership & Strategic Management
- Oversee the non-clinical operations of the hospital including administration finance HR procurement IT and facilities.
- Support implementation of the hospitals strategic and operational plans in alignment with national health policies and partner requirements.
- Participate in budget preparation and monitor resource utilization to ensure financial sustainability.
- Liaise with the Board donors and government stakeholders to ensure compliance and alignment.
Operational Oversight
- Ensure smooth functioning of daily hospital services (registration billing medical records customer care housekeeping security etc.).
- Develop and implement policies SOPs and systems to enhance efficiency and quality of care.
- Oversee procurement logistics and supply chain processes in collaboration with the procurement unit.
- Ensure compliance with health and safety regulations licensing and accreditation requirements.
Human Resources & Team Management
- Supervise administrative and support staff ensuring effective deployment performance management and professional development.
- Foster a culture of accountability teamwork and continuous improvement.
- Work with HR to manage recruitment orientation training and staff welfare.
Financial & Risk Management
- Monitor hospital budgets expenditures and revenue streams ensuring cost-effectiveness and value-for-money.
- Coordinate billing systems patient accounts and insurance claims processes.
- Identify risks (financial operational legal reputational) and implement mitigation strategies.
Quality & Patient Experience
- Ensure high standards of patient care and customer service in all non-clinical areas.
- Establish mechanisms for patient feedback grievance redress and continuous improvement.
- Work with the clinical leadership to support hospital accreditation audits and quality assurance initiatives.
Requirements
Qualifications & Experience
- Masters degree in Hospital Administration Health Management Business Administration or related field.
- Bachelors degree in a relevant field (Health Sciences Business or Management).
- Minimum of 35 years experience in hospital administration or healthcare management with at least 3 years in a senior leadership role.
- Strong knowledge of healthcare systems policies and regulatory frameworks in Rwanda.
- Experience with hospital finance insurance systems procurement and HR management.
- Demonstrated ability to lead diverse teams and manage complex operations.
- Fluency in English required; French and Kinyarwanda are strong assets.
