Clearance: Active Top Secret with SCI eligibility (TS/SCI)
Telum is seeking Foreign Disclosure Representatives to review process and recommend disposition of foreign disclosure requests in accordance with U.S. disclosure and release policy. You will vet products for releasability verify sources and classification markings maintain adjudication records and advise leaders on foreign disclosure procedures supporting the SOF enterprise. This role supports the J2 both in CONUS (Fort Liberty NC) and via periodic OCONUS/TDY rotations.
Review and process foreign disclosure requests; provide recommendations per U.S. policy and guidance.
Examine products for proper sourcing and security classification; verify sources against content and ensure correct markings.
Maintain archives of requests adjudications and decisions; respond to data calls and status inquiries.
Advise leadership on foreign disclosure policy procedures and best practices within the Foreign Disclosure program.
Propose disclosures/releases after technical and substantive review; document rationale and conditions.
Support information sharing for Classified Military Information (CMI) and Controlled Unclassified Information.
Facilitate foreign visit requests; assist with foreign disclosure training.
Conduct technology/TTPS and product reviews across CAT 18 areas in accordance with national policy.
Operate foreign disclosure management systems (e.g. Foreign Disclosure Management System iDisclose) to log actions and produce recommendations.
Apply DoD National Sharing Policies to maximize appropriate sharing with partner nations.
Prepare responses to FOIA requests in coordination with government stakeholders.
Collaborate with government leads for foreign disclosure technology transfer and export control to ensure compliant sharing.
8 years of intelligence analysis or intelligence operations experience (highly desirable).
2 years as a Foreign Disclosure Representative (highly desirable).
Demonstrated ability to assess release requests and provide recommendations for CMI and CUI.
Experience facilitating foreign visits and delivering/assisting with foreign disclosure training.
Working knowledge of national and DoD disclosure/export policies including:
National Disclosure Policy-1 (NDP-1); CJCSI 2110 series; DoDD 5230.11; ITAR; applicable USSOCOM policies.
Familiarity with ICPG 403.1 for policy guidance on controlled information.
Proficiency operating foreign disclosure databases (e.g. FDMS iDisclose) and managing case records.
Strong written and verbal communication; ability to brief recommendations clearly to government decision makers.
Active TS with SCI eligibility at time of application.
Prior J2/J5 USSOCOM or component command experience.
Experience crafting releasability caveats/conditions and coordinating multi-agency approvals.
Knowledge of classification guidance derivative classification and product sanitization/redaction.
