About Harris CountyPurchasing Department:
Under general supervision the Contract Manager is responsible for overseeing contractual agreements for all Harris County entities. Individuals in the position will manage the vendor contract development process through planning negotiation and execution. The Contract Manager is expected to demonstrate strong communication negotiation prioritization and decision-making abilities.
Contract Management:
Manages a portfolio of active contracts and leads the development execution and administration of vendor contracts ensuring proper contract utilization and minimizing addition to establishing strategies approaches negotiations awards amendments and expirations.
Strategic Planning:
Provides support to Category Managers and Sourcing Managers in negotiating sourced projects within a spend category for various commodities; provides contractual insights to support strategy development.
Process Improvement:
Identifies opportunities for improvement in contract management processes procedures and workflows. As well as recommending adjustments to commercial strategies and targets including contract close-outs and extensions to support Harris County departments.
Collaboration:
Partners with multiple entities within Harris County including the Purchasing and Legal departments to manage vendor contracts and establish remediation activities for contractual breaches.
Compliance and Quality Control:
Ensures compliance with contracts strategy and process requirements.
Education & Experience
Bachelors Degree in a directly related field and
Three (3) years of experience in sourcing purchasing contract negotiation and management and vendor management
OR
Associate Degree in a directly related field and
Five (5) years of experience in sourcing purchasing contract negotiation and management and vendor management
OR
High School Diploma/GED and
Seven (7) years of experience in sourcing purchasing contract negotiation and management and vendor management
Knowledge Skills & Abilities
Knowledge of contract management tools processes and analysis.
Proficiency in contractual structures terminology and negotiating.
Excellent written and verbal communication skills.
Excellent problem-solving conflict resolution and analytical thinking skills.
Advanced skills in Microsoft Suite programs (Outlook Word Excel PowerPoint).
Ability to manage a portfolio of contracts across multiple stakeholders.
Ability to establish strong relationships with Departments and vendors to achieve best outcomes.
