What this job involves: We are seeking a results-driven and compliance-focused Regional Sourcing Manager to lead procurement initiatives across the Asia-Pacific (APAC) this role you will ensure consistent efficient and compliant sourcing practices across all APAC countries supporting the regional management team to drive governance practices as well as local teams through strategic procurement contract management and the rollout of new platforms and processes. You will play a key role in standardizing procurement operations driving cost efficiency and ensuring adherence to corporate policies and regulatory requirements.
This position requires strong collaboration with regional stakeholders proactive stakeholder management during system and process rollouts and end-to-end ownership of regional sourcing activities including RFP/RFQ management and contract renewals. Delivering key regional initiatives as well as ensuring compliance with the client and JLLs financial systems and reporting performance up to senior management. The role ensures efficient and consistent operation of all regional operational & project activities to meet contractual obligations with respect to the real estate property portfolio of the client throughout the region achieving JLLs objectives of cost savings consistency and risk management.
Regional Procurement Leadership
Serve as the central point of contact for sourcing and procurement needs across 10 APAC countries providing expert guidance and hands-on support to country teams.
Compliance & Governance
Ensure all procurement activities comply with JLLs global procurement policies contractual standards and regional regulations. Monitor and audit procurement practices to maintain integrity and risk mitigation.
Sourcing & Tender Management
Lead end-to-end Request for Proposal (RFP) and Request for Quotation (RFQ) processes for regional categories including scope development vendor evaluation negotiation and award recommendations.
Contract Management
Oversee the lifecycle of all local countries contracts including renewal planning amendments and alignment with legal and business stakeholders to ensure continuity and compliance.
Process & System Implementation
Support the deployment of new sourcing platforms digital tools and standardized procurement procedures across APAC. Act as a change champion by training users and providing on-the-ground support during go-live phases.
Stakeholder Collaboration
Partner closely with finance legal operations and other functional teams to align sourcing strategies with broader business objectives.
Capacity Building
Mentor and upskill local procurement and administrative staff in best practices tool usage and policy adherence to strengthen regional capability.
Data & Reporting
Track and report on regional procurement performance savings compliance rates and adoption metrics to inform continuous improvement.
Communication
Able to communicate effectively both in the APAC Region and with the Clients Global Team for diverse audiences and recognize sensitive situations.
High degree of proficiency in word processing spreadsheet and presentation software database use of the internet and electronic communication.
Ability to manage communication effectively manage own time and priorities.
Commercial Management
Assist the JLL teams with the development of the property procurement strategy and forecasts in accordance with the commercial contract agreement.
Ensure adherence to the contract and sourcing guidelines within the MSA.
Responsible for the achievement of key performance indicators service levels and other measures as contracted
Proactively contribute to financial risk management and help to manage and reduce financial risk to the client.
Operations
Responsible for using the available technology systems to support service delivery and ensure the required reporting from the systems.
Assist with the development and implementation of standard operating procedures and processes for the account.
Assist with the development implementation and management of all regional sourcing initiatives and programs for the account.
Help to drive client specific initiatives such as savings targets benchmarking and best practices
Source transfer and implement best practices to the account.
Drive regional consistency in the account e.g. in reporting standard operating procedures and systems.
Ensure consistency in the monthly reporting in each country within the region.
Prepare regional reporting to the satisfaction of the account director.
Required Skills and Experience
University degree in relevant fields such as real estate accounting business administration commerce or finance business procurement etc.
Min. 7 to 10 years of sourcing / procurement work experience preferably in facilities management industry
Strong computer skills (e.g. Excel and PowerPoint)
Fundamental knowledge of general real estate construction and facility operation of commercial buildings.
Ability to work as part of a team and provide directions to staff as well as work individually to drive performance across the account.
Strong written and verbal communication skills along with presentation abilities.
Good command of both spoken and written English. Cantonese and Mandarin are useful but not mandatory.
Experience working within a large regional / global organization
Independent self-motivated flexible responsible and willing to work under pressure.
A proactive can-do attitude good team player with the ability to work across multiple countries and cultures.
