Job Description:

The Effector Optics Department at Raytheon in Tucson AZ is currently searching for a Senior Principal Systems Chief Engineer to be the Coyote Blk IIC Development Execution Chief Engineer. The CE will drive timely and technically viable development of critical program upgrades with $63M of current labor contract scope for Blk IIC combined with $25M investment for Blk IID/NGCM. Complex problem solving often requires developing and implementing parallel paths to keep design and integration activities moving forward while resolving frequent roadblocks. Ability to balance the team and focus between proposals executing current efforts and developing strategic efforts which include considerations for the common designs for emerging development of Coyote Blk IID/NGCM. Provide influence and decision making to achieve a balanced technical solution which satisfies the customers needs and provides positive financial impact to the business. Establish and reinforce the programs technical organizational structure risk posture strategy and execution plans.

The Execution Chief Engineer will work closely with all disciplines associated with missile production including Customer Program Management Engineering Quality Supply Chain and Production Operations to ensure the technical integrity of the product is maintained and performs as intended every time. The CEs knowledge base will be used to lead and/or support failure investigations obsolescence redesigns factory escapes supplier issues and much more. The ability to calmly but quickly review and analyze information and make decisions and/or recommendations is critical in this role.

The position requires a strong engineering development background and collaboration across internal teams. This role also involves close collaboration with other leadership to address programmatic concerns ensure adherence to schedules budgets and technical objectives and deliver compliant solutions to customers while fostering strong stakeholder relationships.

What You Will Do:

  • Be responsible for the technical integrity of the Coyote Blk IIC.
  • Leadership of integration activities including technical responsibilities
  • Manage the technical risk for the Coyote II design
  • Lead and/or provide technical oversight of failure investigations including assigning Failure Investigation Team members
  • Chair Engineering Review Board (ERB) and Configuration Change Board (CCB) for reviewing and approving proposed changes to the Technical Data Package (TDP)
  • Provide guidance and assist lower-level engineers in tasking priority and training.
  • Support component level design and test reviews
  • Work environment is primarily in an office but may include labs field work or a combination.
  • Work with suppliers and customers for procuring and demonstrating capabilities in lab or field environments.
  • Provide technical oversight/mentorship over staff of Engineers. Focus placed on engineering task execution technical rigor etc.
  • Collaboration with both Functional and Program higher level management
  • Coordinate with Senior IPT for cross-functional prioritization.
  • Collaboration with Customer and Suppliers
  • Collaborate and coordinate with Operations Supply Chain Quality and other Engineering disciplines to resolve issues that may arise during production testing and integration.
  • Working with engineering and production personnel to troubleshoot and provide root cause and corrective action to design and process issues
  • Support production related activities in the assembly and documentation of subsystems
  • Assignments may require some travel including foreign travel.

Qualifications You Must Have:

  • Typically requires a Bachelor of Science in Optics Systems Engineering Electrical Engineering Computer Engineering Physics or related Science Technology Engineering or Mathematics (STEM) and a minimum 10 years of experience in optical design system integration and test or data analysis or lead of integration activities.
  • The ability to obtain and maintain a US security clearance prior to the start date. U.S. citizenship is required as only U.S. citizens are eligible for a security clearance.

Qualifications We Prefer:

  • Master of Science in Optics Systems Engineering Mechanical Engineering Electrical Engineering Computer Engineering Physics or related discipline
  • Proficient in Excel and PowerPoint to be able to communicate technical analyses and test results to a variety of audiences
  • Proficient in drawing release and cPDM processes.
  • Leadership of technical teams and preparation of detailed technical team reports.
  • Able to network / influence outside of the department with other design and production support organizations program leadership other engineering disciplines and Manufacturing organizations
  • Interpersonal skills with the ability to interact positively with peers suppliers management and customers in a production environment
  • Proven experience in balancing engineering process discipline and innovation for rapid development and program success
  • EO sensor integration and verification experience
  • Ability to develop and present technical briefings
  • Current/Active DoD security clearance or SSBI
  • Experience in troubleshooting investigations and processes
  • Experience leading failure investigation teams
  • Experience with test equipment test automation scripting test conduction sensor control
  • Experience with hardware/software integration.
  • ABET is the preferred although not required accreditation standard. 3.0 cumulative GPA desired
  • Direct experience with EO design lab test and/or production support

The salary range for this role is 124000 USD - 250000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer including but not limited to the role function and associated responsibilities a candidates work experience location education/training and key skills.

Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including but not limited to individual performance business unit performance and/or the companys performance.
