DESCRIPTION
The Human Resources Manager oversees the daily HR operations and assists in the development and administration of citywide human resources programs. The position exercises independent judgment and provides professional expertise in policy development employee relations recruitment training and compliance.
QUALIFICATIONS
Bachelors degree in Human Resources Business Administration Public Administration or a related field required; Masters degree preferred.
Minimum of five (5) years of progressive Human Resources experience required two (2) years in a supervisory or management role preferred.
PHR/SPHR or SHRM-CP/SHRM-SCP certification preferred.
An equivalent combination of education and experience may be considered.
KNOWLEDGE SKILLS AND ABILITIES
Knowledge of Human Resources principles best practices and federal and state employment laws.
Knowledge of HRIS systems Microsoft Office Suite and related technologies.
Skills in leadership organization and problem-solving to effectively manage departmental operations and address challenges.
Ability to effectively communicate.
Ability to handle sensitive and confidential information with professionalism and discretion.
Abilities to manage multiple projects and meet deadlines in a fast-paced and dynamic work environment.
Ability to work collaboratively with employees supervisor and city leadership.
MAJOR DUTIES
Manage daily operations of the Human Resources Department to ensure compliance with city policies and applicable laws and regulations.
Assist the Human Resources Director with developing implementing and evaluating HR policies programs and services.
Oversee and administer comprehensive programs that provide support to employees and supervisors in the areas of recruitment and hiring employee relations benefits administration performance management and disciplinary actions.
Maintain accurate and compliant personnel records documentation and HR files.
Monitor HR metrics and workforce trends recommending strategies to enhance employee engagement productivity and retention.
Serve as a primary point of contact for Human Resources inquiries and provide timely assistance.
Represent the Human Resources Department in cross-departmental meetings presentations and initiatives.
Act on behalf of the Human Resources Director during their absence to ensure continuity of operations.
Perform other duties as assigned.
This position is an essential service position and will require providing services during emergency situations.
