General Definition of Work

The Director of Human Resources under limited supervision managestalent acquisition & employee relations under senior level work with considerable decision-making discretion administering the recruitment and retention program for district. This position is also the lead employee relations administrator serving as a process expert on more complex employee matters. This position handles employee situations with a focus on conflict resolution and compliance in a fast-paced environment. This employee will perform advanced work to carry out Board of Education policies and procedures under the direction of the Executive Director of Human Resources.

Place of Work

The normal place of work is on the premises used by Rock Hill Schools. Rock Hill Schools reserves the right to require you to work at such other place(s) as it may reasonably require from time to time.

Essential Functions

  • Adhere to all state federal and local laws policies and procedures
  • Lead manage supervise and evaluate assigned staff/programs
  • Investigate analyze and formulate methods for handling special projects/reports
  • Collaborate and provide input on overall departmental budget
  • Ensure that all Human Resources systems are fair equitable and adhere to state federal and local laws and school board policies
  • Develop plan and implement initiative-taking and creative recruitment strategies/tools to source assess and pre-qualify highly preferred leaders
  • Counsel principals and other supervisors both in an advisory capacity and by providing pragmatic assistance on a variety of employee issues
  • Advise supervisors and employees on sensitive employee relations matters including grievance and arbitration procedures performance issues and disciplinary actions
  • Advise and assist supervisors in identifying employee relations issues and determine appropriate course of action
  • Manage the process to investigate and respond to complaints from the Department of Labor EEOC ESC and other agencies
  • Oversee and manage processes to ensure accurate management of personnel records and reporting through multiple platforms
  • Research and explain laws and legal affairs concerning employment to supervisors and employees
  • Advise and train managers and supervisors in best employee relations practices and strategies for managing supervisor problems and employee grievances
  • Implement policies and procedures to address the human resource needs of the district
  • Apply board policies including but not limited to complaints of discrimination harassment and retaliation arising under Title VII the ADA the ADEA the FMLA and other state and federal statutes
  • Oversee compliance of pre-employment and onboarding requirements such as I-9 Visa etc.
  • Manage investigations and adjust/assist case load where necessary
  • Identify root causes of issues weighing the importance and validity of information to form fact-based opinions solve problems and make formal recommendations to leadership which mitigate risk
  • Provide conflict resolution legal compliance trend and root cause analysis and recommendations for reducing the number of overall employee relations issues
  • Ensure a consistent investigative approach relative to work related concerns including but not limited to allegations of discrimination harassment and retaliation
  • Complete local state or federal surveys and reports accurately and promptly
  • Facilitate staff meetings or training and attend other related meetings as needed/required
  • Create an inclusive environment with positive communication/public relations
  • Perform related work as assigned or required

  • Demonstrated ability to work effectively in a deadline-driven rapidly changing team environment

Education and Experience

  • Bachelors degree required
  • Masters degree in education human resources or related area preferred
  • Minimum of five (5) years experience as school or district administrator preferred
  • Equivalent combination of experience and education

Special Requirements

  • Must receive and maintain a valid Drivers License or ability to provide own transportation
  • Travel to school district buildings and professional meetings

Physical Requirements/Working Conditions

  • Work requires the occasional exertion of up to ten pounds of force
  • Work regularly requires exchange of accurate and detailed information through oral and written communication
  • Constantly operates a computer and other office business equipment
  • Ability to remain in stationary position for required meetings/work
  • Ability to move to other work locations
  • Visual acuity requires preparing and analyzing written or computer data determining the accuracy and thoroughness of work and observing general surroundings and activities
  • Hearing is required to perceive information at normal spoken word levels and to receive detailed information through oral communications
  • Work requires preparing and analyzing written or computer data operating standard office equipment and the use of advanced technology
  • Work is generally in a moderately noisy location (e.g. business office light traffic)
  • Requires the ability to deal with people beyond giving and receiving instructions
  • Must be adaptable to performing under mild to high levels of stress
  • Must be on-call as a regular part of the job

Application Requirements
Applicants must submit official transcripts three professional references with at least one supervisory reference and a copy of the appropriate credentials as part of the application process.

Pre-Onboarding and Employment Requirements
As a condition of employment and prior to onboarding the district will conduct a criminal history background check. The recommended candidate will be required to provide personal information necessary to complete the background check such as date of birth gender and race to remain in compliance with applicable laws and regulations. As part of the pre-employment process candidates will be required to submit TB test results and complete designated employment tasks.
