Taxpayer Account Administration (TAA) is a division of Revenue that administers the states Unclaimed Property Program ensuring compliance with the Revised Uniform Unclaimed Property Act and returning unclaimed property (UCP) to the rightful owners. Additionally the division is responsible for administering other tax programs including forest excise tax fish tax cigarette and other tobacco products taxes local sales tax tax incentives reseller permits and the distribution of state and local taxes to local jurisdictions and tribal governments. Telework: This position has the flexibility to work remotely. The duty station is in Tumwater Washington and the successful candidate will need to occasionally travel to the office for critical job duties. Details of teleworking considerations will be addressed during the interview process.

Duties

The Unclaimed Property program currently holds over $1.8 billion in unclaimed property. The team is dedicated to reuniting property and assets with their rightful owners or their heirs. Unclaimed property means monetary assets or tangible property held by an organization that has lost contact with the owner for an extended period. At that point the property is considered lost forgotten or abandoned and turned over to the Unclaimed Property program.

As anUnclaimed Property Desk Examiner (ETE2)your primary responsibility is to perform comprehensive examinations of complex refund requests (claims) submitted by individuals businesses estates trusts and partnerships to determine proper ownership of funds and/or securities and facilitate payment of the claim.

In addition you will be required to:
  • Independently providing customer service by giving authoritative information relative to proper procedures for unclaimed property claims.
  • Review and approve for payment specialty claims relating to estates and trusts.
  • Review legal documents such as community property agreements wills and trusts to approve claims involving estates and trusts.
  • Analyze review and approve complex and standard claims.
  • Analyze review and process writs of garnishment from third-party claimants.
  • Review and approve for payment specialty claims relating to securities.


Qualifications


We are looking for a motivated professional with strong customer service skills along with the ability to learn and grow as the agency does. The ideal candidate will possess the following knowledge skills and abilities:


Knowledge and Application of Excise Tax Examiner 1 functions including processing:

  • Owner Claims.

  • Business Claims.

  • Legal Representative Claims.

  • Withhold and Deliver Claims.

  • Basic Estate knowledge.


Demonstrated knowledge and familiarity with the Department of Revenues operating systems.

  • Understands and can accurately navigate KAPS.

  • Understands and can accurately navigate ATLAS.


DemonstratedApplication oftheRevised Unclaimed Property ActRCW 63.30.


Producing a high volume of work while maintaining accuracy:

  • Completing a large volume of items in a short period of time with a high degree of accuracy.

  • Ability tobalancedifferent types of work ata highvolume.

  • Monitoring steps within a process for accuracy.


FollowingDirections and Procedures:

  • Locating procedures that are available for a work function to be completed.

  • Ensuring actions follow established procedures.

  • Seeking the correct answer for a situation not in a procedure.

  • Efficiently compose and tailor professional correspondence to customers.

  • Answering inquiries from customers in writing.

  • Draft custom messages to claimants that exactly fit their inquiry.


Customer Service:

  • Delivering less desirable news fielding inquiries and de-escalating upset customers.

  • Providing customer service on the phone by calling customers and returning customer inquiries.

  • Answering incoming phone calls from customers you have not worked with before.


Adaptability and Flexibility:

  • Adjusting your workfocusbasedon work inventory.

  • Willing to take on project assignments as they are discovered.

  • Being flexible to changing demands and focuses.


Information Technology Proficiency:

  • Spreadsheet skills to use basic formulas tables filtering and sorting.

  • Document skills to compose messages. Using bolding white space bullets and other formatting to ensure the message is clear.

  • Ability to locate files and keep your electronic files organized.

  • Managing and responding to emails in a timely manner.


Decision making and applying independent judgment:

  • Making independent decisions based on training received.

  • Applying judgement to determine the most accurate action when multiple potential actions could be taken.

Preference may be granted to applicants who possess additional experience and/or education:
  • One year as an Excise Tax Examiner 1.

  • A bachelors degree involving major study in business or public administration or a closely allied fieldandone year of accounting auditing bookkeeping banking compliance or tax administration experience.

  • Four years of professional experience in accounting auditing bookkeeping banking compliance or tax administration.

  • 6 semester (9 quarter) hours of accounting business law money and banking or finance coursework.


Demonstrate the following competencies at an basic level:

  • Leadershipwhich includes promoting cooperation and communication within groups and shared ownership of goals. Also includes helping others grow and develop.


Other Knowledge Desired:

  • Experience in financial planning stocks or estate planning.
