Principal Accountability

Under the direction of the Head of Programmes and supervision of the Programmes Officer (Supervisory) the District Operations Officer is responsible for supporting the operationalization of CAMFEDs strategic plan in the designated district. This will include planning implementation coordinating monitoring evaluation and reporting of all CAMFD operations in the district towards our core mission: to multiply educational opportunities for marginalised children (especially girls) and to develop the CAMFED Association network as a vehicle for young womens empowerment.

Who we are

CAMFED (the Campaign for Female Education) is internationally recognized as a leader in girls education for its child protection policy and practice and as a voice for girls education and womens empowerment at the highest levels. Founded in 1993 CAMFED supports girls throughout their primary and secondary school years and supports women to transition to productive and fulfilling livelihoods and onto leadership as role models activists and philanthropists. CAMFED operates in Ghana Tanzania Zambia Zimbabwe and Malawi. CAMFED began working in Malawi in 2009 and is currently operating in all the districts working closely with the Ministry of Education.

Specific accountabilities and responsibilities

Level One 30%

  • Mobilize communities and build their capacity to support more children and respond to challenges faced by students in and out of school; you will work closely with government and private institutions and the CAMFED Association members to bring solutions and support to Community led interventions
  • Lead on capacity building programs to key CAMFED stakeholders and champions supporting teaching and learning at school and in collaboration with district and school level structures such as DEC TM Heads of Schools and Parents to ensure 100% attendance retention and performance of the girls supported through CAMFED education programs.
  • Promotion implementation observance and adherence with the CAMFED Child Protection Policy in all district operations
  • Administration of outlined support to targeted recipients i.e. clients alumnae members schools communities and committees
  • Creatively bring solutions and learnings from the CAMFED Association fund & community support to girls education socially and financially ensure there is adequate evidence of support for reporting purposes.
  • Preparation and submission to National and Regional Office work plans budgets activity reports expenditures and financial statements on CAMFED operations in the district e.g. for education program community outreach and capacity building meetings and training and young women post school programs.
  • Promotion implementation observance and adherence with CAMFED Procurement Policy and other policies as guided by the organization.

Level Two 30%

  • Coordinate the activities of the CAMFED Association in close collaboration with its leadership to recruit new young women to join the network on completing secondary education. Ensure the recruitment is adhering to CAMFED Association constitution.
  • Build and maintain the CAMFED Association governance structure to be able to identify skills talents and interest in the network and maintain active membership in the clusters and district levels.
  • Organize coordinate and facilitate training of Guide programs in the district including conducting accurate recruitment maintaining an up-to-date database of guides report writing case studies and lessons emerging from guides. Support Guides in accessing opportunities and incentive packages in the district e.g. KIVA
  • Follow up and ensure My better world sessions are in school timetable Guides are attending their sessions regularly and monthly reports from guides are collected and submitted in the system on monthly basis working with MERPS and other available facilities in the school & district.
  • Liaise with local authorities/community champions to coordinate the outreach programmes of Guides and Peer Educators
  • Work closely with district structures to source and link the young women to opportunities for setting up enterprises pursue further education or secure opportunities to gain work-based experience or employment.
  • Follow up and monitor the delivery of the enterprise program outreach sessions with entrepreneurs this includes timely recruitment of entrepreneurs timely reporting and keeping an up-to-date database of the enterprise data in the district.
  • Monitor keep records and provide monthly reports of activities of the CAMFED Association centre.
  • Serve as a point of call for all enquiries about CAMFED Association and CAMFED within the district.
  • Support in the budgeting planning and execution of CAMFED Association and CAMFED activities in the district.

Level Three 30%

  • Help build manage and sustain positive relations with stakeholders e.g. District Business Committee (DBC) District Education Committee (DEC) Head teachers CAMFED Association Teacher Mentors (TMs) Parent Support Groups (PSG) School Management Committee (SMC) etc and external parties.
  • Forge partnerships with public and private organizations/institutions to leverage on the existing programs and resources to support the sustainability and growth of young women businesses through availability of financing capital access to market access to technical training.
  • Facilitate CAMFED Association business collaboration trade and marketing strategy; for example by connecting new CAMFED Association entrepreneurs to more experienced mentors/partners and supporting CAMFED Association entrepreneurs in complementary sectors to work together.
  • Stay up to date with Government policies and opportunities within the district with regards to youth education and enterprise opportunities and share insights with the wider CAMFED team to ensure alignment.

Other duties 10%

  • Logistical arrangements/support for all district operations in the district
  • E.g. Invitations accommodation and transport arrangements for workshop participants
  • Conduct routine meetings monitoring and verification exercises.
  • Scheduling appointments meetings and personal appearances by the district champions / any such persons as requested by organisation.
  • Coordinating external visits in the district: i.e. donors/ evaluators etc
    • Management of all CAMFED assets at the district office and CAMFED Association Centres
    • Other duties as assigned from time to time.

    Person specification

    • Applicant should have at least 3 years relevant working experience in similar role
    • Experience in Community Development and Engagement is a plus
    • Be a resident or willing to relocate to the assigned district/municipality/Metropolis;
    • Have good communication presentation and facilitation skills;
    • Have good report writing skills;

    • Be resilient and have the ability to work under pressure whilst maintaining high expected standards;
    • Be highly self-motivated with a positive attitude;

    • Good knowledge and use of Microsoft office suite and internet;
    • Be able to work within strict schedules and deadlines;
    • Ability to work independently and in a team;
    • Good knowledge of CAMFEDs programmes will be an advantage
