In this position you will act as the Senior Payment Policy Analyst for the unit. You will manage policy development contracting review and analysis and monitoring of health care cost initiatives. This position is focused on projects to improve the utilization cost and/or quality of medical services provided to Washington workers who are injured on the job.

Using your analytic skills you will work in a team environment with professional staff assess and solve problems develop fee schedules lead projects recommend technical and politically viable solutions as well as answer questions concerning department policy and fees.

Please note: This position is considered in-training. If hired at the Medical Program Specialist 1 (MPS1) level you will be required to successfully complete the training plan requirements to advance to next level of Medical Program Specialist 2 (MPS2).

The salary range for each job classification level is as follows:

Medical Program Specialist 1:$61644 - $82872 annually depending on qualifications.

Medical Program Specialist 2:$67992 - $94464 annually depending on qualifications.

The Insurance Services Health Services Analysis program is comprised of various work units with a shared vision to achieve provider excellence to reduce work disability by ensuring worker access to high quality care.

Duties

Some of what you will do:

  • Lead development of payment policy and rates for assigned sections of the Medical Aid Rules and fee Schedules (MARFS).
  • Instruct mentor and coach peers in policy and rate development for both facility and professional fee schedules.
  • Lead program wide initiatives and projects related to cost containment strategies.
  • Assign and track work of project team members monitoring project quality and schedule compliance.
  • Tack and report progress of projects to provide briefings updates to Executive Management and Steering Committees.
  • Lead analyses of health care delivery issues to improve fee schedule and payment policy outcomes.
  • Gather and analyze qualitative and quantitative data to independently develop decision papers for L&I project team.
  • Direct and implement focused communication strategies for L&I management and other internal and external stakeholders.
  • Develop materials including project fact sheets overhead presentations articles for the Internet and Intranet and other public presentations.
  • Conduct presentations and briefings to internal and external stakeholders.
  • Review and evaluate proposed state and federal legislation to determine impact on health care costs and injured workers.

Qualifications

Required:

If hired at the Medical Program Specialist 1 (MPS1) level:

  • Bachelors degree with major study in public health public administration nursing health administration economics mathematics accounting business administration social sciences or closely allied field

AND

  • At least one year of consultative experience in analysis research program coordination or project management in a health care medical insurance social services or workers compensation setting.

Two additional years of qualifying experience may be substituted for the Bachelors degree.

If hired at the Medical Program Specialist 2 (MPS2) level:

  • One-year of experience as a Medical Program Specialist 1

AND

  • At least one year of consultative experience in analysis research program coordination or project management in a health care medical insurance social services or workers compensation setting.

Relevant experience may substitute for education.

Desired:

  • Masters degree with major study in public health public administration nursing health administration economics mathematics accounting business administration social sciences or allied field.
  • Four (4) years of experience in analysis research program coordination or project management in a health care or workers compensation setting.
